About the role

This position is Non-appropriated Fund (NAF) and will be assigned to the Air Force Services Center at Port San Antonio, TX. This is a regular full-time category position with guaranteed 40 hrs. per week. Employees appointed to a regular category position are eligible for benefits.

What you will do

  • This position is within the NAF Portfolio & Working Capital Branch team under the direction of the Branch Chief.
  • The team supports Non appropriated Funds (NAF) invested in operating capital portfolios, defined benefit plan, and defined contribution plan.
  • The investment team adheres to Department of War (DOW) Directives, Air Force Policy, internal policies, commercial best practices and procedures to manage a diversified portfolio of cash and fixed income products, forecast cash flow, reconcile accounts, and generate reports to ensure accuracy of investment program balances.
  • Providing technical assistance in preparing and maintaining reports with periodic variance analyses for Branch and stakeholders is a key duty.
  • Ensures continued and timely processing of sensitive data, required information and data will be provided to Cash Operations & Integration Branch.
  • Performs monthly investment reconciliation, and research to resolve variances in relation to general ledger and subsidiary accounts when warranted.
  • Performs ongoing collection and interpretation of research data on varying company financial statements, price developments, foreign exchange volatility and fixed income yield trends.
  • Deviations or challenges encountered are brought to the Branch Chief and Investment Officer.
  • Prepares investment presentations and reports for various internal NAF meetings to include Investment Subcommittee, Finance Committee, AF Fisher House Fund Board, and recurring Trustee updates.
  • Examines economic trends and (potential) impact on NAF investment portfolios.
  • Monitors and manages up-to-date information about the economy and financial markets.
  • Conducts investment reviews, asset allocations, and new account reviews for accounts in both NAF Plan Trusts.
  • Presents research analyses with interpretation and recommendations to the Branch Chief on a recurring basis.
  • Produces and maintains key reports, data, and records throughout the year essential in meeting annual audit and internal control requirements to include compliance with DoDI 1015.15.
  • Adheres to file maintenance requirements and disposition of security records IAW applicable regulations.
  • Serves as backup in performing duties related to recording trades in the investment software.

Education

Individual must fully meet qualification/eligibility/background requirements for this position. U.S. Citizens and Non-U.S. Nationals who have resided in the U.S. Territory for three (3) or more consecutive years immediately preceding the start of Federal affiliation or a signed memorandum indicating the installation's decision on the 3-year residency requirement.

A probationary period may be required. Pre-employment requirements must be satisfactorily met prior to Entrance on Duty (EOD). Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government's interest.
