About the role

This position is an Open Title 5 Excepted Service Non-Uniformed Personnel position, open to the Public and to Veterans following the MN National Guard Merit Placement plan. AGENCY: MN Air National Guard, 148th CEG SQ LOCATION: Duluth, Minnesota SELECTION OFFICAL: COL James Grandaw, Comm: ***, DSN: 825-7202 Membership in the National Guard is not required for employment.

Competitive service employees may apply however will be converted to Excepted service if hired.

What you will do

  • Coordinates plans and schedules with other organization managers and customers as appropriate.
  • Identifies need for changes in priorities and takes action to implement such changes.
  • Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules.
  • Assigns work to subordinate employees based on organization priorities and consideration of difficulty and requirements of assignments such that the experience, training, and abilities of staff are effectively utilized to meet organization and customer needs.
  • Balances workload and provides advice, guidance, and direction on a wide range of policy, investigative, inspection/ exercise, strategic planning, and administrative issues.
  • Structures assignments to create effective and economical positions.
  • Coordinates with other organization managers and customers as appropriate.
  • Reviews organization mission, functions, and manning.
  • Identifies requirements and initiates requests for additional resources including personnel, overtime, equipment, supplies, training and space to ensure success in meeting goals and objectives.
  • Provides advice to supervisor on significant issues and problems related to work accomplishment.
  • Establishes metrics and utilizes analysis systems to ensure actions are timely and reviewed at critical points.
  • Accepts, amends, or rejects work presented by subordinates.
  • Performs self-assessments and presents detailed and comprehensive reports with any corrective action taken to supervisor.
  • Follows-up to ensure complete and quality resolution of discrepancies.
  • Assesses and revises policies and procedures as needed to find ways to improve quality, timeliness, and efficiency of work.
  • Responsible for the acquisition, construction, maintenance, repair, and operating of real property facilities, and provides related management, engineering, and other support work.
  • Specifically, this includes (a) acquisition, accountability, and disposal of real estate; (b) planning and programming of total requirements for the maintenance, repair, and construction of facilities including financial management of facility programs; (c) provision of basic utility services; (d) maintenance and repair of structures and associated equipment; (e) furnishing snow removal, pest control, fire prevention, and engineering services activities.
  • Exercises authority in planning, directing, controlling and coordinating architectural or engineering activities.
  • Directs total operations through subordinate civilian supervisory and non-supervisory personnel.
  • Plans, schedules and assigns work; establishes and monitors internal controls; and ensures uniform application of regulations, policies, directives, and professional engineering practices.
  • Considers a variety of elements in determining funds available, contour of land, soil condition, weather and its effect upon building material, new engineering concepts, USAF Guides, etc. Utilizes program and planning documents in determining real property facility requirements for programmed units and activities within the installation.
  • Accomplishes long and short-range planning for replacement of facilities or equipment including contingency operations for potential war or domestic emergency conditions.
  • Oversees development and time phasing of operations and maintenance of real property facility and construction programs to ensure assimilation into the overall installation program.
  • Responsible for implementation of the "total programming" concept for maintenance, repair, and construction of facilities.
  • Advises on and reprograms activities to meet changes in mission and/or objectives requiring Commanders decision on phasing of specific activities and/or coordination with other activities.
  • Represents the Base Architect/Engineer at meetings and conferences with HQ ANG and intermediate command staff, Commanders and staff representatives of tenant organizations, Division and District Engineer representatives of the Corps of Engineers and Naval Facilities Engineering Command, metropolitan airports commission staff; FAA, Veterans Administration, highway department representatives; Federal, states, and city Environmental Protection Agency representatives.
  • Coordinates on plans, exchanges information, recommends policy or procedures and keeps apprised of new architecture and engineering developments.
  • Makes decisions in line with prior ANG Base policy and planning, such as priority of new construction, acceptance of completed work, facility disposal, real estate acquisition, utilization, or disposal actions.
  • Determines operational trends and forecasts requirements.

Requirements

  • CONDITIONS OF EMPLOYMENT U.S. Citizenship is required Prior to appointment, an applicant must have a current completed/clear drug test This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act of 1968.
  • An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • May be required to successfully complete a probationary period Irregular and overtime hours may be required to support operational requirements or contingencies.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.
  • This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
  • The employee may be required to travel in military and/or commercial vehicles to perform temporary duty assignments.
  • Must be able to obtain and maintain the appropriate security clearance of the position.

How you will be evaluated

BASIS FOR RATING:Qualified candidates will be placed into an Area of Consideration (AOC) per the Minnesota National Guard Merit Placement Plan: - Area 1: Current On-board MNNG Title 5 Employees (Tenure 1, 2, 3, or 4).

Excludes temporary employees/technicians. - Area 2: Current On-board MNNG Excepted Title 32 Technicians (Tenure 1, 2, or 3). - Area 3: Current On-board Federal Employees nationwide (Tenure 1, 2, or 3) competitively hired outside MNNG (e.g., Title 5 USAFR). - Area 4: Federal Re-employment Eligibles and Retirees. - Area 5: U.S. Citizens (includes traditional ARNG/ANG members).

AREA 5 QUALITY CATEGORIES:Qualified Area 5 applicants are evaluated into three quality categories. Veterans' preference applies within each category: - Best Qualified: Significantly exceeds minimum position requirements. - Well Qualified: Exceeds minimum position requirements. - Qualified: Meets basic minimum qualification standards.

Part-time National Guard service counts as full-time experience. After closing, your resume and supporting documents will be verified against your questionnaire responses. Unsubstantiated or inflated ratings may result in disqualification.
