What you will do

  • This is not an all-inclusive list A SUPERVISORY SURFACE MAINTENANCE SPECIALIST (MERIT, T32, TEMP), GS-1601-11, (1) Exercises administrative and technical supervision over one or more surface maintenance facilities, e.g., CSMS, MATES, UTES and/or FMS.
  • Plans and schedules work to be accomplished by subordinates.
  • Sets and adjusts short-term priorities.
  • Assigns work in consideration of employee skills and mission requirements.
  • Rates subordinates' work performance.
  • Advises, counsels, or instructs employees on work and administrative matters.
  • Interviews candidates and recommends appointment, promotion, or reassignment to positions in the unit.
  • Hears and resolves employee complaints and refers group grievances, or more serious unresolved complaints, to a higher-level supervisor.
  • Effects minor disciplinary actions and recommends action in more serious cases.
  • Identifies and provides for employee training and development.
  • Finds ways, as needed, to improve production or increase the quality of work directed.
  • Develops performance standards.
  • (2) Develops, implements, and oversees the quality assurance program for assigned surface maintenance facilities.
  • Reviews work instructions, technical data, inspection methods, and test procedures to ensure adequacy.
  • Reviews quality and flow of materials and supplies required to support maintenance activities.
  • Confers with equipment users to resolve problems and ensures satisfaction.
  • Provides direction to ensure correction of noted deficiencies.
  • Publishes technical information letters on quality assurance techniques and objectives.
  • Monitors manpower utilization ensuring that work methods, procedures, and allocations are made to best accomplish program objectives with the available resources.
  • Coordinates manpower data collection for assigned units.
  • Recommends plans to enhance manpower utilization and cost effectiveness throughout areas assigned.
  • (3) Provides technical guidance to assigned maintenance activities through coordinated assistance or evaluation visits.
  • Visits assigned surface maintenance facilities on a regular basis to promote efficient operations and compliance with established standards.
  • Provides trip reports to document adherence to operating standards and unit performance.
  • Plans and develops schedules and agendas for shop meetings and responsible to coordinate details.
  • (4) Oversees hazardous waste/industrial hygiene programs for maintenance facilities supervised.
  • Identifies special tools, test equipment requirements, and coordinates procurement as needed.
  • Provides technical guidance to supply and Class 9 (CL IX) functions.
  • May participate as a member of the Command Maintenance Evaluation Team (COMET) team.
  • (5) Performs other duties as assigned

Requirements

  • CONDITIONS OF EMPLOYMENT This position is being filled under Merit Promotion procedures and is open to current employees only.
  • This is a Temporary Position NTE 01OCT2029 Minnesota National Guard Membership is required.
  • Selectee will be required to wear the military uniform.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Must be able to obtain and maintain the appropriate security clearance of the position.
  • Most MNNG position are covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968.
  • An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission MILITARY COMPATIBILITY: Upon selection, individuals will undergo a background check to validate suitability for employment with the federal government as permitted by law, regulation, Presidential order or other authority.
  • Suitability is dependent upon the particular requirements for security clearance, sensitivity level, and DOD IT network access.
  • Items checked include, but are not limited to all criminal history record information, employment history, education and fiscal accountability/responsibility.
  • The individual selected must be assigned to a compatible military position and must also maintain satisfactory membership in the Minnesota Army National Guard.

Education

EDUCATION: If using education to apply: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related You must provide transcripts or other documentation to support your Educational claims.

To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.

How you will be evaluated

AREAS OF PRIORITY: In Accordance with MN National Guard Regulation 690-335 (Army) or 36-1 (Air), Applications will be forwarded to the selection official to conduct reviews by area of priority as listed below Area 1: Current On-board Minnesota National Guard Title 32 Technicians who are in permanent or indefinite technician status as a result of being competitively hired within that National Guard component applying for a position within the component which they are currently employed.

Area 2: Current Minnesota National Guard Title 32 Technicians who are in permanent or indefinite technician status as a result of being competitively hired at a sister component that is identified on the Position Vacancy Announcement (PVA), including onboard Title 5 employees that are also current members of MNNG; i.e. Army MNNG to Air MNNG, Air MNNG to Army MNNG.

Evaluation Factors: Candidates will be evaluated on the basis of appropriate education, experience, training, self-development activities, and special awards. Candidates are considered on the basis of available information on their current application and supporting information that has been provided to this office.

National Guard military (Part-time) service is considered as full-time experience when evaluated against the qualification requirements for a technician position.

IAW NGR 600-25 AND AFI 36-101, grade inversion within the full-time workforce is not permitted.
