About the role

You will serve as a SUPERVISORY NUCLEAR ENGINEER in the COMSUBRON 3. The location for this position is Garden Island, Australia. ***See Additional Information section below for details***

What you will do

  • You will coordinate, conduct and evaluate major emergency response drills and exercises and influences long-term achievement of the HMAS Stirling Emergency Preparedness and Response mission.
  • You will provide direct administrative and technical supervision and support to the U.S. EPR staff consisting of four or more GS-12's, and oversight to temporary/surge-support personnel, including contractors from other NNPP sites.
  • You will ensure compliant implementation of policies that deal with NNPP nuclear reactor/radiological emergencies; operational supervision of the readiness and training of the HMAS Stirling National Emergency Response Operation response organization.
  • You will plan work to be accomplished by subordinates, sets and adjusts higher-level priorities, and prepares schedules for completion of work; assigns work to subordinates based on priorities.
  • You will provide advice and guidance on the Australian design, construction, fit-out, maintenance and operations of EPR.
  • You will assist Australian counterparts to effectively design, construct, install, test, operate and maintain a multitude of emergency response facilities.

Education

Basic Requirements: A. Degree: Engineering.

To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.

Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration.

For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. OR 2.

Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. OR 3.

Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. OR 4.

Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.

Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.)

***Upon relocation to Australia, employee pay will be based upon the final post of duty to which the employee is assigned in Australia.

Employees directed to a foreign post of duty in Australia may be authorized overseas allowances in accordance with the Department of State Standardized Regulation to include foreign transfer allowance, temporary quarters allowance, living quarters allowance and other allowances to which they are eligible.*** This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements.

Overtime or night differential pay and/or unusual duty hours may be required. This position is covered by the Department of Defense Priority Placement and Alternate Placement Programs. Additional vacancies may be filled by this announcement.

Pay retention may be granted when certain conditions are met. Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees. A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee.

A relocation incentive may be authorized. A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments.

Commute area is defined as the geographic area surrounding the duty location in which people can reasonably be expected to travel back and forth daily. Military Spouses and Family Members may apply 30 days before their anticipated arrival date. However, they will not receive preference until arrival at the foreign location.

Additional documentation may be required prior to granting preference. Military spouses and family members who are appointed may not extend longer than 2 months following the transfer of the sponsor from the commuting area of the foreign duty station; 2 months beyond the separation of the appointee's sponsor; or any time beyond the time employee ceases to be a family member.

PPP applicants will be placed at the FPL, if determined Well Qualified (WQ). To receive priority consideration, the FPL must be the same grade level or equivalent of the retained grade or the grade held immediately prior to separation.
