Main duties
- Be responsible for supervising and overseeing the performance of the full range of safety and hazardous materials compliance safety inspection functions and promoting and enforcing the Federal Motor Carrier Safety Regulations, Hazardous Material Regulations and other applicable regulations.
- Oversee and supervise staff in conducting inspections of carriers' equipment, drivers' documentation, insurance, and economic permitting during highway operations to ascertain compliance with safety and permitting standards.
- Plan work, set and adjust priorities, prepare schedules, assign work, develop performance standards/plans and evaluate work performance, provide advice, counsel, or instruction to employees, interview candidates for positions; recommend appointment, promotion, or reassignment, hear and resolve employee complaints, provide or arrange for training, find ways to improve production, exercise EEO and Affirmative Action responsibilities, assure sound position management and internal controls are established.

About the role
This position is in any one of the Federal Motor Carrier Safety Administration (FMCSA) field offices along border U.S. states between the United States and Mexico. The purpose of this position is to supervise subordinate Border Inspectors within assigned field office.
What you will do
- Be responsible for supervising and overseeing the performance of the full range of safety and hazardous materials compliance safety inspection functions and promoting and enforcing the Federal Motor Carrier Safety Regulations, Hazardous Material Regulations and other applicable regulations.
- Oversee and supervise staff in conducting inspections of carriers' equipment, drivers' documentation, insurance, and economic permitting during highway operations to ascertain compliance with safety and permitting standards.

- SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.

- A government contractor-issued travel card will be issued and must be retained for official business only.
- SUPERVISORY PROBATIONARY PERIOD: You must complete a one-year supervisory probationary period (unless already completed).
- BACKGROUND INVESTIGATION: A background security investigation is required for all selected individuals.
- Appointment will be subject to the applicant's successful completion of the security investigation and favorable adjudication.
- Failure to meet these requirements will be grounds for termination.
- PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
- TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
- DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).
- DRUG TESTING: Tentatively selected candidates are required to undergo urinalysis in accordance with DOT 3910.1D entitled "Drug and Alcohol-Free Departmental Workplace." Therefore, if selected for the position you will be required to submit to a pre-employment/pre-appointment drug test, you will also be subject to Random Drug Testing.
Education
If qualifying on Education alone: Undergraduate and Graduate Education: Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.

CONTINUATION OF CONDITIONS OF EMPLOYMENT: DRIVERS LICENSE: You must drive a motor vehicle in order to drive to and from assigned trucking companies to conduct compliance reviews and/or audits. The incumbent must maintain a valid State driver's license to perform these official duties.
TRAINING: If you have not previously completed FMCSA Academy training, you must successfully complete a residential 9-week formal training course. Travel to and from this residential training will be paid as allowed by government travel regulations.
Individuals who do not successfully complete the training academy will be separated from employment with the Federal Motor Carrier Safety Administration.
CONDITIONS OF CONTINUED EMPLOYMENT: You must maintain certification as defined by FMCSA which consists of satisfactorily completing thirty-two (32) Level I or V commercial driver/vehicle Inspections annually (annually meaning every fiscal year). TRAVEL: You may be required to travel to a foreign country; e.g. Mexico or Canada, to carry out work assignments.
OVERNIGHT TRAVEL: Overnight travel, ranging from approximately 1 to 3 weeks per month, away from the official duty station is required. FINANCIAL DISCLOSURE: The Ethics in Government Act of 1978 requires the applicant selected for this position to submit a Confidential Financial Disclosure Report (OGE Form 450) within 30 days of appointment and annually thereafter.
PHYSICAL ACTIVITY: This position requires a considerable amount of physical activity involving regular and recurring periods of standing, bending, climbing, stooping in and around large commercial motor vehicles in various weather conditions.
DISPLACED EMPLOYEES: If requesting consideration under the Career Transition Assistance Program (CTAP) or Interagency CTAP program (ICTAP), you must meet the well qualified standards for this vacancy (meeting minimum requirements for position and scoring at least an 80) and provide all of the following documents: your most recent performance appraisal, the proof of eligibility letter from the Agency, and your most current SF-50, displaying current series and grade.
