About the role

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position serves as the Technical Services Branch Chief within the Healthcare Production Center at Kansas City District.

This position will lead engineering activities of the HPC workforce and AE consultants while coordinating with professionals from other agencies.

  • The Healthcare Production Center is a centralized organization established to manage Dept of Veterans Affairs and Defense Health Agency efforts assigned to the District, providing consistency and standardization in execution of healthcare programs.
  • Kansas City District is establishing the Healthcare Production Center (HPC) through the selection of GS-14 Branch Chiefs to lead the Program Management, Technical/Engineering Services, and Construction GS-14 Branches.
  • Eventually the HPC will be converted to a full division within Kansas City Distrct, to be led by a GS-15 Division Chief.

  • Serves as Chief, Technical Services Branch for the HPC, providing leadership, direction, and supervision for technical delivery functions supporting Dept of Veterans Affairs and Defense Health Agency healthcare programs assigned to the District.
  • Provides Engineering Division leadership and management of special programs by directing engineering participation in the scope, schedule, and budget process and assuring execution of the engineering portion of the studies.

Education

Continued from Qualification Block: In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (GS-13). Specialized experience is defined as: 1.

Experience reviewing conformance to Project Management Plans, Quality Control Plans, and/or technical criteria for federal construction projects. 2. Experience supervising project delivery teams and/or technical engineering staff in a construction setting.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
