About the Position: This position is located with the USACE Directorate of Civil Works Operations and Regulatory COP. This announcement is for current, permanent Army employees that would like to be considered for a time-limited promotion, reassignment or change to lower grade. What you will do

• Advises on legal matters, implements legislation, and provides policies to guide field operating activities in executing natural resource and public use management programs.
• Ensures policies align with existing laws.
• Directs responses to inquiries from the White House, Congress, and federal agencies.
• Supervises NRM research and development.
• Represents the Chief of Engineers in conferences with federal, state, and municipal agencies to ensure program coordination and formulate policies and procedures.
• Formulates Corps policies for the development, management, and preservation of land and natural resources on Civil Works lands and waters Plans work to be accomplished by subordinates, sets priorities, and establishes schedules for work completion.
• Assigns work to individuals or teams based on priorities.

This position requires a 1 year probationary period during which the agency evaluates your fitness and whether your continued employment advances the public interest.

Payment of Permanent Change of Station (PCS) costs is authorized, subject to the provisions of the Joint Travel Regulations. Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 1 year by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years.

Time-limited reassignments and changes to lower grade may exceed five years; however, return rights may be impacted. Position may be made permanent without further competition. If applicable, returns rights may be negotiated upon selection.

If return rights are approved, a return rights agreement/statement of understanding will be required to be completed prior to appointment.
