About the role
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain DOD Personnel to recruit and appoint qualified candidates to positions in the competitive service.
What you will do
- Provides technical housing expertise and assistance to garrison Commander/Manager and other installation staff in representing Department of the Army.
- Interfaces with the Regional and Department of the Army level RCI Program Manager and Portfolio and Asset Management staff on major decisions, reporting requirements, senior official briefings, and site visits.
- Develops overall installation plans and procedures for barracks sustainment, to include restoration, modernization, and/or replacement projects Analyzes and assesses data for a variety of reports pertinent to availability of housing, Military and Civilian personnel, quarterly data on customer service.
- Develop overall housing management plans for non-privatized housing functions at the installation, including barracks management, contract management, budgeting, facilities management, housing services office, and furnishings management.
- Manages data and information in support to the RCI Program Office Program Manager at the Office of the Assistant Secretary of the Army for Installations and Environment (OASAIE-RCI) for Congressional and Federal issues.
- Advises chain-of-command on all aspects of the installation housing program and submits necessary reports, information papers, briefings.

Salary includes applicable locality pay or Local Market Supplement. Permanent Change of Station (PCS) allowances may be authorized, subject to the provisions of the Joint Travel Regulations and an agency determination that a PCS move is in the Government Interest. Recruitment and relocation incentives may be authorized.
Student loan repayment may be authorized. Salary negotiations for those candidates who are new to Federal service may be authorized. Credit for Prior Non-Federal Work Experience and Certain Military Service for Determining Annual Leave Accrual Rate may be authorized.
