Main duties

  • Performs duties as the Resilience and Risk Reduction Program Coordinator that requires the incumbent to analyze trends by utilizing qualitative and quantitative measures to ensure the effective implementation of the Program.
  • Utilizes scholastic research that encompass principles, theories, and findings in industrial/organizational psychology, psychometrics, experimental design/evaluation methodology, education and training technology, and cognitive psychology in order to modify, revise, improve or create ARNG programs.
  • Monitors strategies and objectives to ensure they are effective, complete, comprehensive, and compatible toward achieving identified goals.
  • Recommends, develops, coordinates, and disseminates policies and ARNG guidelines for administration and management of these programs to include doctrinal development.

THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION This National Guard position is for a Resilience and Risk Reduction Coordinator, PD #T5010P01, and is part of the Montana Army National Guard, G9.

What you will do

  • Performs duties as the Resilience and Risk Reduction Program Coordinator that requires the incumbent to analyze trends by utilizing qualitative and quantitative measures to ensure the effective implementation of the Program.
  • Utilizes scholastic research that encompass principles, theories, and findings in industrial/organizational psychology, psychometrics, experimental design/evaluation methodology, education and training technology, and cognitive psychology in order to modify, revise, improve or create ARNG programs.
  • Monitors strategies and objectives to ensure they are effective, complete, comprehensive, and compatible toward achieving identified goals.
  • Recommends, develops, coordinates, and disseminates policies and ARNG guidelines for administration and management of these programs to include doctrinal development.
  • Provides senior leadership with statistical reports.
  • Reviews national and international resilience, risk reduction and suicide prevention initiatives, and considers applicability for ARNG.
  • Maintains ARNG wide suicide surveillance to establish any emergent high-risk trends and/or provide early warning when possible factors might lead to increased suicides.
  • Participates with military and other government agencies in the definition of research requirements, the planning for research utilization, establishment of objectives and policies pertaining to risk reduction, and suicide prevention.
  • Prepares and delivers oral presentations to include briefings, speeches, and training sessions to civilian, and military audiences in areas of technical expertise.
  • Provides direct guidance and support to ARNG personnel in support of the mission.
  • Conducts and/or participates in inspections, staff assistance visits, special advisory teams; provides papers and presents briefings.
  • Serves as the staff consultant on all aspects of the Resilience, Risk Reduction and Suicide Prevention Program and training and is the focal point for analysis on a full spectrum of issues affecting Soldier accession and recruitment.
  • Plans and develops approaches, methodologies, policies, and procedures for attacking major problems frequently characterized by a lack of precedent studies to expand knowledge in the area.
  • Assesses feasibility of new institutional training and performs research in support of findings from assessment visits.
  • Develops partnerships with state, local and community agencies to support the R3/SPP.
  • Participates in the State Community Health Promotion Council (CHPC).
  • Serves as the Resilience and Risk Reduction Program Coordinator with the responsibility for the overall planning, developing, coordinating, implementing, standardization and promoting of a comprehensive and effective program aimed at the reduction of Soldier and civilian high-risk behaviors (e.g., domestic violence, drug and alcohol, suicide, etc.).
  • Recommends policy, procedures and methodologies to commanders to assist them in reducing both the probability and severity of high-risk behaviors.
  • Provides program guidance to technical specialists involved in readiness, resiliency and retention throughout the ARNG as well as, high risk operational activities in order to reduce high-risk behaviors.
  • Identifies new resilience, prevention and intervention behavioral risk management programs needed to foster coping skills and reduce high-risk behaviors.
  • Analyzes reports and statistical data, and coordinates with subject matter experts for pertinent information on behavioral and environmental factors; the assessment or prediction of their interaction under varying conditions; and the effectiveness of current or proposed risk reduction measures/programs.
  • Establishes program accountability and program effectiveness measures to ensure continuity and quality of program services through staff assistance visits, process reviews, studies, surveys, and inspections.
  • Participates with military and other government agencies in the definition of research requirements, the planning for research utilization, and the establishment of objectives and policies pertaining to resilience and risk reduction.
  • Plans and coordinates efforts of committees tasked with R3/SPP oversight.
  • Delivers oral presentations to include briefings, speeches, and training sessions, in areas of technical expertise.
  • Performs other duties as assigned.

  • Those claiming Spousal or Parental Veterans' Preference must submit a completed SF-15 with packet; others may be requested to complete SF-15 later.

  • If claiming preference or hiring authority as a Military spouse, the documents listed in items 3a, 3b, and 3c.
  • NOTE: DD-214 Member Copy 1 WILL NOT be accepted for determination of Veterans' Preference eligibility.
  • Other supporting documents: Items used to qualify applicant and those listed on announcement as required MUST be submitted; (i.e., copy of transcripts (IF USING EDUCATION AS A SUBSTITUTION FOR SPECIALIZED EXPERIENCES), Military membership documents (NGB 22/22A), certifications, SF-50s and other items).
  • A DD-214 (Member Copy 1 not accepted) is REQUIRED if claiming any Veterans' Preference.
  • Review 3b for 10pt requirements (MUST submit VA Disability Verification Letter with resume).
  • It must be legible and shows dates of service, expedition/campaign medals (if using for Veterans' Preference), character of service (honorable, general, etc.).
  • HRO prefers DD-214 Member Copy 4.
  • If you are a current active duty military member who does not have a DD-214 and are claiming preference under the Veterans Opportunity to Work (VOW) Act, you must submit certification from the Armed Forces indicating that you will be discharged or released under honorable conditions from active duty within 120 days after the certification is submitted by the applicant.
  • Certifications must be on letterhead from the appropriate military branch and include the following information: military dates of service and expected discharge or release date, character of service, military rank, type of discharge and date when terminal leave will begin.
  • Certifications must be signed by, or by direction of military member's military personnel offices, unit commanders or higher headquarters.
  • If claiming 10pt preference (disability - XP, CP, CPS) or Sole Survivor Preference (SSP), you must submit a disability verification letter with DD-214.
  • An SF-15 is required for Spousal or Parental Veterans' Preference; for all other must be submit SF-15 if requested.
  • Forms must be completed and submitted with supporting documentation of claim listed on form and any listed disability documentation (if claiming disability preference) for claiming.
  • Copy of marriage certificate is required for spouse's SSP or XP claims.
  • You may obtain a letter from the Department of Veterans Affairs reflecting your level of disability for preference eligibility by visiting a VA Regional Office, contacting a VA call center or online.

  • If claiming preference or hiring authority as spouse of a veteran, a copy of the marriage certificate is also required in addition to item 4a documents, i.e., for DoD Priority Placement Program (must notify HRO rep on advertisement if claiming this status), and SSP or XP Veterans' Preference claims.
  • Veterans' Preference: When applying for Federal Jobs, eligible veterans should claim preference for 5pt (TP), 10pt (CP/CPS/XP), or for spouses claiming Sole Survivor Preference (SSP) in the questionnaire/application.
  • If you are currently serving on active duty and expect to be released or discharged within 120 days you must submit documentation related to your active duty service within 120 days after the certification is submitted by the applicant.
  • Certification must reflect the dates of service, military rank, character of service (honorable, general under honorable, etc.), and dates of impending separation.
  • Additionally, disabled veterans and others eligible for 10-point preference (such as widows or mothers of eligible veterans) must also submit an SF-15 "Application for 10 Point Veteran Preference" with required proof as stated on the form. ***Documentation is required and applicant MUST claim veterans' preference within the assessment questionnaire to be awarded preference.***
