Job Summary The Manager, Work Planning, is responsible for supporting and managing initiatives that support long-range work planning and resource coordination across Amtrak’s portfolio of capital projects, to ensure project readiness and promote effective and efficient project delivery. This position will coordinate internally and externally to monitor project development and implementation activities and ensure alignment with the long-term master plan for NEC capital projects. This position will support the Director in organizational change management efforts necessary to accomplish the objectives of the department’s Project Development and Planning Services organization.Essential Functions Coordinate with a growing staff of technical managers, responsible for capital and SOGR outage planning across the Northeast Corridor (NEC) Lead and manage complex, strategic initiatives that support short-to-long-range work planning (e.g., track outage, workforce, and resource planning/allocation) across Amtrak’s portfolio of capital projects. Lead quarterly regional resource reviews with Senior Leadership. Support organizational change management efforts necessary to accomplish the objectives of Capital Delivery’s Project Development and Planning Services organization. Promote collaborative working relationships with internal stakeholders (e.g., Service Delivery & Operations Dept., Strategy & Planning Dept., Finance Dept.) and external stakeholders (e.g., state and commuter rail partners). Implement resource allocation guidelines in coordination with relevant internal departments and ensure adherence to guidelines in resource allocation decisions. Analyze challenges, problems, and process breakdowns to ensure that lessons learned are used to improve work planning and project delivery practices; identify efficiencies and present recommended improvement opportunities to various levels of management. Effectively contribute to a safe and secure work environment for employees and travel experience for customers; demonstrate necessary leadership to support a zero incident and injury culture within Amtrak Knowledge, Skills, and Abilities Advanced Knowledge of: Principles and practices of project management; capital planning and reporting; work planning (for capital construction projects); and project delivery. Microsoft Office suite, including Excel, Power Point, and Word; familiarity with Microsoft Project and Visio. Ability to communicate clearly and concisely in verbal and written form, including the ability to articulate complex issues, and effectively interact with internal and external stakeholders at all levels. Effectively manage time, set priorities, and achieve results in a dynamic, fast-paced environment. Ability to motivate and support people across the organization to work collaboratively to produce superior results; maintain a teamwork environment; work diplomatically across teams with varying objectives; solicit alternative points of view and objectively articulate the strengths and weaknesses of various options to reach an informed decision. Identify problems and develop and implement solutions; facilitate effective conflict resolution; network with internal and external stakeholders and leverage relationships to resolve complex project issues; exercise judgment and creativity in making decisions. Understand, interpret, and apply applicable laws, rules, regulations, policies, procedures, budgets, contracts, and labor/management agreements. Must have excellent oral and written communication skills. Minimum Qualifications Bachelor’s degree required or equivalent combination of training, education and relevant experience may be considered in lieu of a degree. 7+ years prior relevant experience required Preferred Qualifications 9+ years of relevant work experience. Knowledge of Amtrak’s operations, mission, goals, and business lines. Advanced Knowledge of: Theories, principles, and practices of passenger railroad systems design, construction, operations, and maintenance, and basic railroad infrastructure and components, including track, structures, communications, signals, and electric traction systems. Working knowledge of Primavera P6. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary.
