What you will do

  • Serves as a Senior Management and Program Analyst on the DLA Logistics Operations (J3) Operations staff.
  • Operating under the general guidance of the J3 Whole-of-Government (WoG) Division Chief Serves as the primary DLA representative to Civil (Federal, State, and Local) and Defense Security Cooperation Agency.
  • Responsible for the day-to-day oversight and direction of activities supporting the requirements while assuring administrative effectiveness and conformance with regulations and program policies.
  • Introduces new programs employing state-of-the-art risk assessment and response techniques and plans.
  • Provides assistance on the development and accomplishment of performance objectives, leading to timely and adequate DLA logistics support to the customer.
  • Directs emergency orders and provides high level advice and guidance for fire and all-risk incidents with DLA Distribution Centers and customers.
  • Develops advanced analytical methods to identify customer agency requirements, establishes proper project scope, evaluates the technical and economic feasibility of anticipated client needs, and establishes technical and. establishes technical and contractual requirements associated with these needs.

This position is being filled as Term appointment not-to-exceed (NTE) 2 Years. Current permanent DLA employees eligible as a Promotion, this position will be filled as a Temporary Promotion NTE 2 Years and may be extended up to a total of five years or converted to a permanent promotion without further competition.

Current permanent DLA employees eligible as a Reassignment/Change-to-Lower Grade, this position will be filled as a Reassignment/Change-to-Lower Grade with the intent to be limited to the time period specified in the announcement and may be reassigned at management's discretion or made permanent at any time.

Upon termination/expiration of the temporary assignment, placement will be either to the gaining or previous organization in accordance with DLA policy (DLAI 1442.04) regarding placement rights after a time-limited assignment. For all others, if selected, this would be a Term/Time-Limited Appointment NTE 2 Years, and not more than six years.

The selected applicant will be required to sign a written agreement acknowledging the conditions of this temporary assignment/appointment and that they may be released from this position upon management discretion.

What to expect next

If you meet the minimum qualifications of this position, you may be presented with instructions on how to access the USA Hire Competency Based Assessments (CBA) system. These additional online assessments must be completed within 48 hours following the close of this announcement unless you have requested Reasonable Accommodation for the USA Hire CBA.

Your results will be kept on record for one year when applying for future jobs that require the same USA Hire CBA. NOTE: If the USA Hire CBA is altered within a year of your last application, you will be required to take the new USA Hire CBA.

If no additional online assessments are required you will receive an OPM notification stating "It has been determined that you have completed all required online assessments and your application is complete. No further action is required." Once you successfully complete the application process, you will receive a notification of receipt.

Your application package will be reviewed to ensure you meet the basic eligibility and qualifications requirements, and you will receive a notification. A review may be completed of your online questionnaire and the documentation you submitted to support your responses.

Applicants that are found among the most highly qualified may be referred to the hiring official for consideration, and you will receive a notification of referral. As of 23 December 2016, Military retirees seeking to enter federal service in the Department of Defense now require a waiver if they would be appointed within 180 days following their official date of retirement. Drug-Free Workplace Policy The Defense Logistics Agency (DLA) is committed to maintaining a safe, drug-free workplace.

All DLA employees are required to refrain from illegal drug use on and off duty. DLA conducts pre-employment, reasonable suspicion, post-accident, and random drug testing. Applicants tentatively selected for employment in testing designated positions will undergo a urinalysis to screen for illegal drug use prior to appointment.

Refusal to undergo testing or testing positive for illegal drugs will result in withdrawal of the tentative job offer and a six-month denial of employment with DLA from the date of the drug test. Employees in drug testing designated positions are subject to random drug testing.

A negative drug test result must be received by HR within 30 calendar days after the EOD (i.e., start date). The selectee's inability successfully pass; or refusal to conduct the test may result in: 1) the tentative or FJO being withdrawn during the recruitment process; or 2) subsequently being removed from Federal service for failure to meet a condition of employment.

You may be required to sign a "Drug Test Statement of Understanding" if you are selected for this position. The DLA drug testing panel tests for the following substances: marijuana, cocaine, opiates, heroin, phencyclidine, amphetamines, methamphetamines, fentanyl, norfentanyl, methylenedioxymethamphetamine (MDMA), methylenedioxyamphetamine (MDA), and opioids.
