About the role

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serve as a Pavement and Materials Engineer, providing expert technical oversight, consulting, and quality assurance for airfield and roadway paving projects

What you will do

• Provide technical oversight for inspections of concrete and asphalt batch plants, concrete uniformity testing, and all preparatory phases of airfield and roadway paving projects.
• Provide expert technical consulting and troubleshooting to various military commands and agencies on airfield and roadway pavement materials, construction methods, and solutions for materials-related issues like ASR, sulfate attack, and D-cracking.
• Review a wide range of construction submittals, including paving equipment specifications, comprehensive paving plans, materials test results, and complex concrete (PCC) and asphalt (HMA) mix designs to ensure compliance with standards.
• Conducts official, mandated workshops (PCC and HMA Airfield Paving Workshops) and provides on-the-job training for engineers, technicians, and construction personnel on all facets of airfield paving.
• Update, review, and help revise Unified Facility Criteria (UFC) and Unified Facilities Guide Specifications (UFGS) to reflect current best practices and materials in paving, such as Portland cement, hot mix asphalt, and various admixtures.
• Develop and standardize comprehensive preparatory inspection outlines and checklists for all phases of both concrete (PCC) and asphalt (HMA) airfield paving, from subgrade preparation to final grooving.
• Assist in the mandated technical reviews of project specifications, pavement project plans, and detailed design analyses for airfield and roadway projects.
