About the role

As a General Attorney, you will serve as an Ethics attorney in the Office of the General Counsel. Location of position: Ethics Law Division (LE). LE is responsible for providing legal counsel on ethics rules and policies.

• DUTIES: Work with the Ethics Law Division on providing advice and opinions on complex matters related to the Standards of Ethical Conduct for Employees of the Executive Branch and the criminal conflict of interest statutes.
• Participate in the agency's confidential and public financial disclosure reporting process and communicate with filers regarding their financial disclosure reports.
• Assist Ethics Law Division supervisory attorneys and the Office of Inspector General, as needed, in the investigation of violations of ethics-related criminal statutes and regulations.
• Serves as a primary point of contact, as needed, for ethics-related questions from program clients on matters of first impression.
• Assist with coordinating training programs with appropriate agency officials.

Requirements

• The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
• If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C or Non­Career SES employee in the Executive Branch, you must disclose this information to the HR Office.
• Failure to disclose this information could result in disciplinary action including removal from Federal Service.
• Serve up to a two year trial period, if required.
• Undergo and pass a background investigation (Tier 2 investigation level).
• Have your identity and work status eligibility verified if you are not a GSA employee.

How you will be evaluated

Candidates' resumes will be used to evaluate their professional legal experience after being admitted to the bar. However, the resume does not constitute the sole source of how you will be evaluated.

The candidates' experience will also be assessed during an interview (if applicable), with particular emphasis on the candidate's comprehension of the requirements pertinent to the specific area.

While possession of the competencies, knowledge, skills, and abilities listed below is preferred, it is not required: Knowledge of Federal conflicts of interest laws, Standards of Ethical Conduct and other Government ethics related rules and regulations.

Skill in analyzing facts, applying legal principles, and providing advice/opinions on Executive Orders, regulations, strategies, initiatives, and institutional practices. Skill in oral communication to make formal and informal presentations to higher level management on legal and other related issues to include negotiating to gain acceptance for program recommendations.

Skill in written communication using legal research and analysis techniques to draft legal opinions. Skill in developing and conducting training to keep employees informed about ethics rules. You may preview questions for this vacancy.
