About the role
You will serve as the Fleet Forces Comptroller, U.S. Fleet Forces Command and be located at U.S. Fleet Forces Command headquarters, Norfolk, VA.
What you will do
- You will oversee development and establishment of resource planning guidelines to ensure complete preparation and accomplishment of current and long-range objectives.
- You will provide oversight for United States Fleet Forces (USFF) portion of the Program Objectives Memorandum and Future Year Defense Plan.
- You will be responsible for maintaining current and historical databases, assisting Assistant Secretary of the Navy (Financial Management and Comptroller) in finalizing the budget, and preparation of reclamas to programmatic budget marks.
- You will be responsible for directing the development of policies and programs necessary to provide USFF with budgetary services.
- You will be responsible for fiduciary integrity of current and prior years direct appropriations.
- You will execute appropriations, prepare/issue allocation documents, control funds, analyze Congressional language, prepare obligation and expenditure phasing plan, and monitor obligations and expenditures to ensure fiduciary integrity.
- You will be responsible for controlling funds availability within USFF to ensure complete records of fiscal transactions are maintained to satisfy legal accounting requirements.
- You will direct the planning, development, implementation, coordination, and administration of fiscal analyses and accounting procedures.
- You will oversee all Financial Improvement and Audit Readiness Initiatives, manage internal controls program and oversee key financial reporting and audit response processes developed to facilitate and sustain a full financial statement 3 audit.

The selected individual's application will be forwarded to the OPM for review and certification by the QRB, unless the selectee provides evidence of their noncompetitive status (i.e., a current SES, OPM QRB certified SESCDP graduate, or SES reinstatement eligible). Upon QRB certification, the selected individual will be required to serve a one-year probationary period.
