About the role
NSA Hawaii is in need of skilled/experienced Facilities professionals to lead the Operations and Maintenance branch.
What you will do
- NSA Hawaii is hiring a Facility Services Officer (FSO) with specialization in Mechanical and Electrical Systems to serve as the Supervisory FSO for our 24x7 Watch Team.
- FSOs are responsible for oversight of the operation, maintenance, repair, modification, design, construction, and inspection of Agency facilities.
- Specific responsibilities vary based upon areas of expertise.
- The Supervisory FSO will lead the 24/7 team of FSOs to ensure technical support of various infrastructure building systems (e.g. HVAC, electrical, mechanical, plumbing, fire protection, etc.), facilities improvement and maintenance.
- In addition, the candidate will communicate across all levels of leadership and brief command of ongoing events and large O&M efforts.
- The Supervisory FSO should possess the ability to work with customers and partners to ensure building support functions, coordinate outages with mission customers, develop technical plans and efforts to enhance and troubleshoot issues.
- The Supervisory FSO role includes the development of Statements of Work (SOW), working Technical Task Orders (TTO) for repairs, and ensuring the execution of work.
- Facility Services Officers (Mechanical & Electrical Systems): Assigned to the 24/7 Facilities Watch Team, monitor and operate the Chilled Water and Electrical distribution systems at the NSA complex.
- Responsible for monitoring the condition of all other facilities systems during scheduled and unscheduled outages, construction projects, and activities that place the facility in an abnormal condition.
- Key component services provided to assure reliable operations: - Coordinate all utility outages with other maintenance customers and mission support elements. - Ensure that timely notification of facility emergencies are made to all personnel that are impacted. - Prepare and review daily logs and alarm summaries to ensure that follow-up actions are taken. - Provide shift coverage to maintain the recommended staffing levels needed to operate the campus systems and provide emergency response to facility emergencies. - Supervise Campus Utility outages when needed and assist with shutdown sequences and outage coordination. - Review day to day operations of the Chilled Water and Electrical distribution systems and coordinate plant changes with Building Maintenance & Operations personnel. - Provide accurate monitoring and control of the Agency's HVAC and Chilled Water Distribution systems through the Agency's Energy Management and Control Systems (EMCS). - Provide accurate monitoring and control of the Agency's Electrical Distribution systems through the Agency's Supervisory Control and Data Acquisition (SCADA) System. - Operations of the Chilled Water and Electrical distribution systems and coordinate plant changes with Building Maintenance & Operations personnel. - Initiate daily plant status reports and make operator log entries to reflect the health and welfare of the systems. - Maintain Operator logs to reflect any plant reconfigurations, responses to problem areas by tour persons, as well as any impact to Chilled Water distribution, Electrical distribution and Fire alarm operations. - Conduct routine virtual Mechanical and Electrical Systems Tours to inspect and monitor maintenance activities to assure availability of systems are not interrupted. - Respond and/or dispatch facility personnel to emergencies and routine service calls as needed. - Take necessary actions to control or repair the problems and provide follow up details for Watch logs.
Education
If qualifying with a degree, degree must be in Architecture, Interior Design, Electrical Engineering, Mechanical Engineering, or a related field (for example, Construction Management and Space Planning) or a Business related field (for example, Economics, Marketing, Accounting, Business Administration, and Finance).

The ideal candidate demonstrates the following: - Problem Solving - Interpersonal Skills - Partnering - Customer Service - Accountability - Continual Learning - Resilience - Effective Communication - Define and agree upon areas of responsibility for others - Manage organizational personnel processes - Monitor and evaluate work performed by others - Assign tasks and projects to others - Supervise all activities of subordinates - Independently balance competing requirements and develop priorities Preferred Qualifications for FSO (Mechanical & Electrical Systems Operator) - Knowledge and experience in one or more of the following is desired: - Building Automation System (BAS) operation - Mechanical system operation - Fire Alarm Systems - Chilled water Systems - Electrical systems - SCADA system operation - Construction technology/management - Leading project teams - Contract mechanisms - Analysis and life-cycle maintenance of installations and facilities - Analysis, design, construction, national/local code compliance - Design safety plans and programs to comply with laws, regulations, and policies The candidate should possess or be interested in acquiring expertise in electrical power control and SCADA systems, configuring protective relays, integrating power devices, PLC programming, networking technologies including Cisco switches/routers, IT management with Microsoft SCCM, and relevant protocols and security practices.

Pay: Salary offers are based on candidates' education level and years of experience relevant to the position and also take into account information provided by the hiring manager/organization regarding the work level for the position. Salary Range: $111,119 - $170,708 (Senior) Salary range varies by location, work level, and relevant experience to the position.
Training will be provided based on the selectee's needs and experience. Benefits: NSA offers a comprehensive benefits package. Work Schedule: This is a full-time position, Monday - Friday, with basic 8hr/day work requirement between 6:00 a.m. and 6:00 p.m. (flexible).
