This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for certain personnel of the DoD workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: This is a Facility Operations Specialist GS-1640-9/11/12 position for the US ARMY ENGINEER DISTRICT, LITTLE ROCK PROGRAMS & PROJECT MANAGEMENT DIVISION, MILITARY PROGRAMS BRANCH LOCATED IN LITTLE ROCK, AR 72203

What you will do

  • Serve as Project Manager for maintenance activities for equipment and installation infrastructure for DoD and/or Federally Operated facilities.
  • Determine best courses of action when preparing initial project scopes, descriptions, and justifications for necessary facility maintenance and/or modifications.
  • Prepare work packages that include drawings of the existing areas involved, changes required, and detailed descriptions of the work and equipment involved.
  • Determine appropriate facility maintenance procedures (contracts scope) based on the structural soundness of building materials and equipment.
  • Assist the facility manager balance cost factors between preventive maintenance and major maintenance.
  • Serve as the technical lead/cost estimator/project manager developing/reviewing scopes of work and cost estimates for demand maintenance, service calls, work orders and other projects.
  • Review and analyze completed scopes of work for reasonableness by comparing actual cost with estimated costs using the various resources and tools provided.
  • Represent the District Commander, serving as the district's primary point of contact for projects assigned with sponsor/customer, federal, state and local government, agencies, congressional interests.
  • Serve as the authoritative source for decisions and guidance dealing with compromises and changes in project objectives.

This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.

Salary includes applicable locality pay or Local Market Supplement. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. Recruitment and/or Relocation Incentives are not authorized.

Management may select at the GS-09, GS-11, or GS-12 level GS-09 Salary Range - $ 61,722.00 to $80,243.00 GS-11 Salary Range - $74,678.00 to $97,087.00 GS-12 Salary Range - $89,508.00 to $116,362.00
