What you will do
- As Executive Director, Mission Support, you will serve as a key member of the Office of Field Operations' executive team.
- You will participate fully with the Executive Assistant Commissioner, Field Operations, in the planning, development, implementation, evaluation, and management of all administrative/management programs and activities in the Office of Field Operations.
- Specifically, you will be responsible for all administrative programs, including, but not limited to budget/finance; staffing and personnel administration; resources management; information technology and infrastructure management; training; workforce development; long and short-term strategic planning; and development and oversight of all administrative field operations policies, procedures, and delegation orders.
- You will direct the day-to-day operations of the directorate and business process improvement efforts.
- You will also lead the development of and oversee all administrative field operations internal operating procedures, and coordination of congressional and public strategies.
- You will exercise broad executive management authority that affects the direction of the administrative policies and planning activities of the Office of Field Operations.
- As a member of the executive team, you will personally represent the interests of the Executive Assistant Commissioner, Field Operations, and serve in an advisory capacity on matters concerning the general management and administration of the Office of Field Operations.
- You will recommend implementation of field operations/administrative policies and procedures and assure consistent and equitable application.
- You will provide executive level advice in planning short and long-range strategies, activities, and projects.
- You will analyze project proposals and develop recommendations for implementation and action, including proposals for assignment of resources necessary for completion of projects having national and international impact.
- You will lead programs related to human capital planning and peer support, employee discipline, inspections, audit liaison, and organizational management.
- You will review the expenditure of appropriated funds on a regular basis and assure effective expenditure of these funds.
- You will authorize cost-saving initiatives to increase efficiency, while reducing operating costs and maintaining a high professional proficiency.
- You will ensure that the Office of Field Operations' needs are addressed at all times and are in compliance with the Government Performance and Results Act.
- You will develop plans and financial estimates for each field operations program for the annual U.S. Customs and Border Protection (CBP) Departmental Budget submission.
- You will also provide executive level guidance to field and headquarters managers in resolving disputes concerning program priorities and direction and deciding courses of action.

Requirements

Education
There is no education requirement for this position. You will be evaluated on the quality and extent of your total accomplishments and experience. Your resume will be evaluated by a rating and ranking panel, and highly qualified candidates may undergo an interview and a reference check.
The U.S. Customs and Border Protection will review results and make recommendations on final selections to the appointing authority. Unless you have already been certified by a Qualifications Review Board (QRB) in the past, your ECQs must be certified by a QRB before an appointment can occur.
How you will be evaluated

If you meet minimum qualifications, your Application Package will be further reviewed to determine if you possess the Executive Core Qualifications (ECQ) and Technical Qualifications (TQ) listed above.

Upon selection, if not already a member of the SES serving under a career appointment, the individual selected must have his/her executive qualifications certified by the U.S. Office of Personnel Management's SES Qualifications Review Board (QRB) before appointment to this position.
The selected individual's application will be forwarded to the OPM for review and certification by the QRB, unless the selectee provides evidence of their noncompetitive status (i.e., a current SES, OPM QRB certified SESCDP graduate, or SES reinstatement eligible). Upon QRB certification, the selected individual will be required to serve a one-year probationary period.
