About the role

The Insurance Service administers VA's seven in-house Life Insurance programs and oversees the Servicemembers' Group Life Insurance portfolio of four Life Insurance programs. These programs provide over $1.5 trillion dollars of life insurance coverage for 5.5 million Veterans, Servicemembers, and military families.

The Insurance Service has policymaking and regulatory responsibility for all VA Life Insurance programs nationwide.

What you will do

• The position is in the Veterans Benefits Administration's (VBA) Insurance Service.
• The responsibilities include, but are not limited to: Administering VA's seven in-house Life Insurance programs and overseeing the Servicemembers' Group Life Insurance (SGLI) portfolio of four Life Insurance programs Overseeing claims processing and payments of Government life insurance awards to beneficiaries; processing beneficiary designations, and adjudicating requests for insurance disability benefits Providing recommendations for the reinvestment of trust funds to meet expected future liabilities Formulating and implementing procedures, plans, proposed legislation, and regulations pertaining to VA life insurance programs Meeting with Congressional members and testifying at Congressional hearings as needed to address issues concerning VA life insurance Conducting regular visioning and strategic planning concentrating on new products, services, technology, etc. with industry partners where ideas are exchanged, and initiatives are developed

Education

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above. Once the application process is complete, a review of your resume and supporting documentation will be conducted.

Upon selection, if not already a member of the SES serving under a career appointment, the individual selected must have his/her executive qualifications certified by the U.S. Office of Personnel Management's SES Qualifications Review Board (QRB) before appointment to this position.

The selected individual's application will be forwarded to the OPM for review and certification by the QRB, unless the selectee provides evidence of their noncompetitive status (i.e., a current SES, OPM QRB certified SESCDP graduate, or SES reinstatement eligible). Upon QRB certification, the selected individual will be required to serve a one-year probationary period.

Once your online application is submitted you will receive a confirmation notification by email. Your application will be evaluated by the Corporate Senior Executive Management Office (CSEMO) to determine your eligibility for the position.

Those who meet the qualifications will be referred to the Executive Resources Board (ERB), a panel of SES members to determine the "best qualified" candidates.

Once a selection is made, the selectee's application will be forwarded to the Office of Personnel Management (OPM) for approval by an OPM independent Qualifications Review Board (QRB), unless the selectee is a current/former SES executive or has successfully completed an OPM approved SES Candidate Development Program and is QRB certified.

Applicants who refuse to be tested will be denied employment with VA. Mobility: Organizational and geographical mobility is essential in developing and managing SES leaders. Individuals selected for SES positions may be subject to reassignment across geographical, organizational, and functional lines, and may be required to sign a Reassignment Rights and Obligation Agreement.

VA structures its SES positions into pay bands. This is a pay band 2 position and the salary range is $151,661 to $218,800. The categories are based on the position scope, breadth, functions, and placement within the structure of organizational levels across the Department/Agency.

Exceptions to the cap of the range may be considered in certain circumstances.
