About the role

As a Director (Contracting Division), you will be responsible for the management, planning, coordination, and execution of activities assigned.

Location of position: FAS, Office of Shared Services Delivery Duty Location to be determined upon selection This office strives to deliver high-quality, reliable shared services that support our workforce and enable mission success across FAS. We are currently filling eight vacancies, but additional vacancies may be filled as needed.

What you will do

  • Serves as the Director for one of the Office's contracting divisions in the Office of Shared Services Delivery (FD).
  • Plans, manages, directs, and coordinates activities related to acquisition and acquisition support services conducted within one of the Centers.
  • Provides executive leadership, strategic direction, and oversight of the series of functions of the functionally aligned Branches, to include acquisition planning, execution and management; automotive/fleet products and services; travel and transportation services; supply chain management solutions, logistics, emergency management, financial services, and shared service solutions.
  • Coordinates and administers Government-wide procurement policies and plans in global support of customer requirements.
  • Manages the human resources of the Center's division.
  • Assigns work, plans and schedules the work of subordinates.
  • Directs the full range of contract administration activities, including contract modifications, negotiation of changes, exercise of options for contracts, investigation and resolution of contract delays, contractor performance appraisals, subcontractor surveillance, disposition of claims and the termination of contracts for the convenience of the government or for default by the contractor.
  • Analyzes various support programs and recommends changes to enhance support to customers.
  • Identifies, through monitoring, trends in customer feedback to determine deficiencies in operation procedures, and communications, as well as the need for new product or service expansion.
  • Leads negotiation and establishes final terms and conditions, including pricing, for all procurements.
  • Processes price reductions, negotiates the addition to (or deletion of) products and services from contracts, invokes the cancellation clauses under contracts, and terminates contracts as may be necessary.

Requirements

  • The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
  • If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C or Non­Career SES employee in the Executive Branch, you must disclose this information to the HR Office.

How you will be evaluated

A panel of Subject Matter Experts (SMEs) will review the application of qualified candidates and assign a score for each of the five required Knowledge, Skills, and Abilities (KSAs) based on the experience documented in the resume and narrative responses. Knowledge of procurement and contracting laws, principles, and regulations to manage/oversee an acquisition workforce.

Knowledge of federal, agency, and private sector acquisition, procurement, and contracting operations to formulate and execute program and contract operations in compliance with relevant guidelines (e.g., laws, regulations, policies) and provide comprehensive oversight of activities, functions, and operations.

Skill in directing and overseeing the total life-cycle management of acquisition operations through subordinate supervisors, evaluating workforce and workload requirements, assigning work based on priorities and risk, and managing personnel and program operations sufficient to achieve organization goals, mitigate operational risks, and support current and long range mission requirements.

Skill in applying professional acquisition and procurement management, analytical, evaluative, and other associated methods, principles, and techniques required to review, analyze, and resolve multifaceted acquisition, procurement, and contracting needs/requirements, requests, and issues.

Skilled in leading contract negotiation on pricing for procurements to secure the best final agreements. Demonstration of these KSAs must be supported by your application. Applicants should also make note of each KSA, as you will be asked to address them later in the application process.

Consideration will be given to performance appraisals and incentive awards in merit promotion selection decisions in accordance with 5 CFR 335.103(b)(3). You should list any relevant performance appraisals and incentive awards in your resume so that information will be taken into consideration during the selection process.

  • In that case, submit additional SF-50(s) (such as promotion, within-grade increase, grade/range increase, or an SF-50 with an effective date more than one year old) that clearly document you meet the time-in-grade requirement.
  • GSA OIG Employees: Submit latest SF 50 (other than award SF 50) If you are CTAP eligible - submit a, b, and c: (a) proof of eligibility including agency notice; (b) SF-50, and (c) most recent performance appraisal.
  • Current or Former Political Appointees: Submit SF-50.
  • College transcripts: If you are using some or all of your college education to meet qualification requirements for this position, you must submit a copy of your college transcript(s).
  • Transcripts MUST show: name of the institution, student's name, course work/degree(s) completed/conferred and dates.
  • If selected, an official transcript will be required prior to appointment.
  • For education completed outside the United States, also submit a valid foreign credential evaluation that substantiates possession of the required education.
  • Submit proof of contracting certification: FAC-C (Professional) or DoD Contracting Professional Certification.
