About the role

About the position: You will serve as the Deputy General Counsel with the Office of General Counsel located in Arlington, VA.

What you will do

  • Serve as the principal to the General Counsel and as a primary legal advisor to the USMS Director, Deputy Director, General Counsel, and USMS management.
  • Represent the US Marshals Service in all courts, administrative hearings and proceedings, and labor negotiations.
  • Responsible for the daily management, coordination, and direction of subordinate staff engaged in the various legal, legislative, administrative, and regulatory activities of the Office of General Counsel.
  • Draft or evaluate proposed legislation which may affect the USMS and makes recommendations regarding the legislation.
  • Represent the US Marshals Service in meetings and conferences with high ranking government officials, representatives from federal, state and local governments, officials from private or public organizations, and the general public on matters pertaining to the USMS to include USMS policies, procedures and operations.

Education

Education: Applicants must possess a Bachelor of Laws LL.B. or a Juris Doctor J.D. degree. -AND- Licensure: Applicants must be an active member of the bar, duly licensed and authorized to practice law as an attorney under the laws of any state, territory of the U.S., or the District of Columbia.

How you will be evaluated

Only experience obtained by 11:59 pm EST on the closing date (09/28/2026) of this announcement will be considered. Once this announcement closes the following will occur: A review of your resume, for clear evidence of the 5 ECQs and MTQs, and supporting documentation will be conducted by the HR Specialist.

Applicants deemed minimally qualified will be referred to a Qualifications Ranking Panel (QRP) to further evaluate applications. The QRP will further evaluate applications to determine the best qualified applicants for referral to the hiring official. Best qualified applicants will be referred to the hiring official and may be invited to participate in a structured interview.

Interviews may be in a virtual setting or in person at DOJ offices.

The selectee will receive a tentative offer from the agency however before an agency can appoint a new Senior Executive Service member, the selected individual will be subject to further evaluation through a Structured Interview by the Office of Personnel Management (OPM) Qualifications Review Board (QRB) as required by law.

OPM must review the executive qualifications of each new career appointee to the Senior Executive Service (SES) prior to appointment.

NOTE: You MUST address all MTQs as required above, but do not need to address the ECQs if you: Are currently serving under a career SES appointment; Are eligible for reinstatement into the SES; or Have successfully completed a SES Candidate Development Program and been certified by Office of Personnel Management (OPM).

Proof of Qualifications Review Board (QRB) certification must be provided in your application.

  • SES CANDIDATE DEVELOPMENT PROGRAM (SESCDP) GRADUATES: Verification of successful completion of an OPM-approved SESCDP and OPM SES QRB certification.
  • CURRENT FEDERAL CIVIL SERVICE EMPLOYEE: Must provide a copy of your Notification of Personnel Action, Standard Form 50 (SF-50) or equivalent personnel action form reflecting you are a current Federal Civil Service employee.
  • TRANSCRIPT: Must provide a transcript verifying you have obtained an Bachelor of Laws LL.B. or a Juris Doctor J.D. degree.
  • LICENSURE: Must provide proof of being an active member of the bar, duly licensed and authorized to practice law as an attorney under the laws of any state, territory of the U.S., or the District of Columbia.
  • STRONGLY RECOMMENDED: Most recent performance evaluation.
  • NOTE: Documents submitted as part of the application package, to include supplemental documents, may be shared beyond the Human Resources Office.

What to expect next

If selected, your ECQs must be certified by an Office of Personnel Management (OPM) Qualifications Review Board, unless you are a current SES executive or have successfully participated in an OPM approved SES Candidate Development Program.

You must receive certification before you can be appointed to the position.
