About the role

This position is located in the Pension Benefit Guaranty Corporation's (PBGC), Plan Asset and Data Management Department (PADMD), Data Management Division (DMD), Data Review and Validation Branch (DRVB).

What you will do

  • Direct, plan, and manage data review and validation audits of participant databases to verify the accuracy, completeness, and reliability of data used for benefit calculations and financial reporting.
  • Provide oversight and quality review of work performed by federal and contractor staff; ensure compliance with OBA policies, procedures, and audit quality standards; recommend corrective actions and procedure enhancements.
  • Provide supervisory direction to staff; plan and assign work; set priorities and schedules; resolve work problems; develop performance standards; evaluate performance; and identify training and developmental needs.
  • Represent the Branch, Division, and Department in meetings, task forces, and briefings; provide authoritative advice and guidance; and gains acceptance of recommendations involving participant data review and validation activities.

Education

1. Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

OR 2. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: 1.

Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; 2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3.

Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

How you will be evaluated

Referral: You will be assigned to one of three quality groups. Each group represents a quality level (i.e., Best Qualified, Qualified, Minimally Qualified). Candidates will be considered in quality group order.

If you are among the top qualified candidates, your application may be referred to a selecting official for consideration. You may be required to participate in a selection interview (telephonic and/or in person at the discretion of the Selecting Official in accordance with hiring policies).

If your resume does not support the answers you gave on the assessment questionnaire, you may be rated Not Qualified or you may be placed in a lower quality group.

Your name will be placed in one of the three following quality groups: Best-Qualified - highly proficient regarding the knowledge, skills and abilities (KSAs) related to this position. -Qualified - competent regarding the knowledge, skills and abilities (KSAs) related to this position. -Minimally Qualified- possessing only the minimum qualifications required for this position.

Your qualifications will be evaluated on the following knowledge, skills, and abilities (KSAs): 1. Knowledge of auditing and accounting theories, principles, practices, quality standards, and sampling methodologies sufficient to plan and oversee participant data review and validation work. 2.

Ability to review audit work products, identify technical or procedural deficiencies, provide corrective guidance, recognize audit risk indicators, and improve audit review processes and documentation quality. 3.

Ability to supervise, plan, organize, and lead professional staff, including assigning work, managing performance, resolving work-related issues, and developing staff capabilities. 4.

Ability to communicate technical audit and data validation information, influence stakeholders, and present recommendations clearly to support program decisions and compliance with established policies.
