Lead proactive counterintelligence and security activities across the United States government, integrating the instruments of national power to detect, report, deter, disrupt, investigate, exploit, and defeat foreign intelligence threats.
What you will do

- Develop, implement, and oversee comprehensive ICT supply chain security programs, policies, and procedures to facilitate secure information sharing across the U.S. Government while safeguarding sensitive intelligence sources and methods, operational equities, law enforcement equities, and U.S. persons' privacy from supply chain threats (e.g., malicious hardware/software, counterfeit components, or compromised vendors).
- Assess the impact of supply chain vulnerabilities and information-sharing barriers within the Intelligence Community (IC), collaborating with policy analysts, IC partners, and ICT security stakeholders to design and execute policy, process, and technical improvements that mitigate risks while enhancing cross-domain data flows.
- Support strategic planning to address ICT supply chain and intelligence access challenges, identifying technological, procedural, and policy gaps that impede secure information dissemination across IC agencies and the broader U.S. Government, with a focus on resilient, trusted supplier ecosystems.
- Facilitate secure information exchange across the IC and with non-traditional stakeholders by balancing the responsibility-to-share principle with need-to-know, supply chain risk management, and zero-trust principles, ensuring compliance with applicable laws, regulations, and cybersecurity frameworks (e.g., NIST SP 800-161, CISA guidelines).
- Ensure mission-critical information sharing requirements are met with timeliness, integrity, and supply chain resilience, proactively addressing delays or disruptions caused by compromised ICT components, logistics vulnerabilities, or adversarial interference.
- Drive continuous professional development in ICT supply chain security best practices, emerging threats (e.g., counterfeit hardware, firmware tampering), and advanced information-sharing to enhance coordination between ODNI, the IC, and inter-agency partners, with a focus on defense-in-depth and supply chain hardening strategies.
- Champion inter-agency and cross-directorate collaboration by developing and refining ICT supply chain security policies, guidelines, and procedures, while brokering secure information-sharing agreements that account for multi-stakeholder risk appetites and classified/unclassified information protections.
- Orchestrate inter-agency ICT supply chain security initiatives, harmonizing competing stakeholder priorities, risk tolerances, and operational requirements-including participation in high-level working groups, tabletop exercises, and supply chain threat intelligence sharing forums-to prevent, detect, and mitigate supply chain exploits.
- Prepare and deliver senior-level briefings, reports, and strategic assessments for ODNI leadership, senior policymakers, and intelligence consumers, translating complex ICT supply chain risks, mitigation strategies, and policy recommendations into actionable, decision-ready insights tailored to stakeholder needs.

SALARY DETERMINATION The ODNI uses a rank-in-person system in which rank is attached to GS employees on the basis of individual qualifications, experience, and performance.
Individuals whose current GS grade is equivalent to the grade of the advertised position will retain their current grade and step. Individuals who transfer to the ODNI from a non-GS pay scale will have base pay converted to the appropriate GS grade and step as determined by the Chief of Human Resource Management.
In some cases when a current federal civilian employee applies for an ODNI position that is a lower grade than his or her personal grade, the candidate's personal grade will be downgraded to the grade of the advertised ODNI position and pay will be set at the step that is closest to, and not less than, the employee's current annual base rate of pay, not to exceed the maximum step rate of the GS grade to which assigned.
