About the role

The United States Capitol Police (USCP) safeguards the Congress, Members of Congress, employees, visitors, and Congressional buildings and grounds from crime, disruption, and terrorism. We protect and secure Congress so it can fulfill its constitutional and legislative responsibilities in a safe, secure and open environment.

What you will do

• This position is located within the Dignitary Protection Division (DPD) of the Protective Services Bureau.
• DPD is responsible for carrying out protective functions and operations.
• DPD Protective Services Operations (PSO) Special Agent: Provide protection of congressional leadership, including the coordination of security arrangements for domestic and international travel through advance security surveys and on-the-ground protection.
• Provide personal security of Members of Congress and their families; visiting officials of foreign countries, Federal, state, and/or local governments; and other congressional visitors.
• Provide protective coverage for congressional events such as congressional hearings and sessions, official functions, and other events identified by the respective Sergeant at Arms and/or the Chief of Police.
• Active Selection List: Eligible candidates will remain active on the list until two (2) consecutive DPD Basic Agent Training Program (BATP) classes are filled.
• An applicant may request to be removed from consideration by sending a written request to the Office of Human Resources (OHR).

Requirements

• Must be a current USCP sworn employee below the rank of Sergeant.
• At a minimum, must have attained the rank of Private with Training and completed your USCP probationary period by the closing date of this announcement.
• Must have completed the Field Training Officer (FTO) training.
• Must be able to obtain and maintain a Top Secret/SCI security clearance.

Education

There is no education substitution for experience in this series and/or grade.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above. The following selection process will be used to further assess candidates who have met the initial eligibility factors. Phase I: Initial Qualification - The OHR will conduct an eligibility factor review as outlined in this vacancy and a review of all candidates' unscheduled leave.

Phase II: DPD Physical Abilities Test (PAT) and Phase III: Knowledge, Skills, and Abilities (KSAs) and resume assessment will run concurrently. The DPD PAT will be held inside the PAC building at Cheltenham Training Facility. The DPD PAT date will be determined at a later date and time.

The KSAs/Resume will be evaluated by an appointed assessment panel.

Failure to complete or successfully pass all phases may result in removal from the vacancy process.

Upon completion of Phase III, candidate’s will be ranked and those rankings will determine selection for the BATP. After successful completion of BATP, candidates will be permanently assigned to the DPD.

Prior to making their selection, the selecting official will review any available Department documents, to include application documents and each candidate’s complete career disciplinary record, and results of selection process phases. The selecting official may, at their discretion, not select a recommended candidate for reasons such as: 1. Substandard performance; 2.

Serious sustained misconduct; and/or 3. Pending investigatory and/or disciplinary matters internally or externally. All aspects of the process are subject to the Department's legal review.

All final recommendations are subject to final approval of the Chief of Police.

What to expect next

Applicants will be notified via internal USCP e-mail of their status at the conclusion of each phase of the selection process described in this vacancy announcement. DPD Physical Abilities Test Instructions: All candidates are given the opportunity to stretch or warm up at least 15 minutes prior to the administration.

Candidates are asked to wait in the MOCK Senate House Office Building (SHOB) Office (which is perpendicular to the start line). Once the course is set up, an administrator will walk all candidates through the course and explain exactly what they are expected to do prior to taking the actual DPD PAT for their qualification score.

During the walk-through, the administrator will inform the candidates about errors that could cause them to re-take the test. The administrator will also "practice perfect" by telling candidates what they will be instructed to do at various points in the test. The administrator will remind candidates to tie their shoes tightly before they run the DPD PAT.

No additional time will be given to candidates who stop the course to retie their shoes. On the test date, the candidate will only be allowed to run the DPD PAT once unless the candidate missed something within the course or made an error. If retesting is required, the candidate will be given a 5-minute rest period before retesting.

Weather conditions are taken into account when determining whether to administer the test. Safety is always considered first. Qualifying time for the DPD PAT is: 1 minute 37 seconds.

Candidates who fail the DPD PAT will NOT continue in the DPD selection process.

Applications and supporting documentation must be received by the closing date of the announcement to receive consideration. This position is non-exempt from the Fair Labor Standards Act overtime provisions. This position is not included in a collective bargaining unit.

RETENTION CRITERIA: Must satisfactorily complete a one year probationary period upon being assigned to DPD. Must successfully pass the DPD Field Training Program within the one year probationary period. Must successfully pass a DPD driver training course and First Aid/AED/TCCC recertification course.

Must maintain qualification on all trained weapon systems. Must maintain all other required certifications. Results of this selection process will be used to recommend candidates to the hiring manager who is the final selecting official.

The OHR will conduct a disciplinary action review to determine if there are pending investigatory and/or disciplinary matters at the beginning and the conclusion of the hiring process.
