About the role

This position is to serve as a Senior Insurance Analyst in the U.S. Department of the Treasury's Federal Insurance Office (FIO).

In this role, you will apply your insurance expertise to develop U.S. policy on key insurance-related topics such as terrorism risk insurance, insurer solvency, and other topics related to property & casualty insurance, life insurance, insurance-related retirement products, and reinsurance.

What you will do

  • Serve as a project leader or team leader in analyzing the economic, financial and policy implications of developments related to insurance and reinsurance companies and markets.
  • Formulate, conduct, evaluate, and carry out a wide variety of analyses of insurance-related policy issues under review by Treasury.
  • The results of the analyses are a major input into the Treasury's policymaking on these subjects.
  • Develop, produce, and prepare research, policy statements, briefing materials, Congressional testimonies, Congressional reports, periodic status reports covering ongoing issues covered by FIO, official correspondence, and other official pronouncements for the Secretary of the Treasury and other senior Treasury officials.
  • Serve as an advisor to the supervisory managers and Treasury staff on issues related to insurance and reinsurance companies and insurance regulation.
  • Advise the Director, Deputy Director, and other senior Treasury officials as requested on all matters pertaining to the insurance industry.

Requirements

  • Must be U.S. Citizen or U.S. National.
  • As a condition of employment for accepting this position, you will be serving in a position in Schedule Policy/Career of the excepted service.
  • You will obtain competitive status after two years of service in this position.
  • Your employment in this position will be at-will.
  • Merit Systems Protection Board (MSPB) appeals of adverse actions concerning performance, discipline, and other matters arising under chapters 23, 43, and 75 of title 5, United States Code will not be available to an individual serving in this position.
  • Prohibitions on prohibited personnel practices will be enforced by Treasury and not the Office of Special Counsel.
  • Must successfully complete a background investigation.
  • Public Trust - Background Investigation will be required.
  • All new hires will be required to comply with federal ethics laws.
  • A review of financial or other interests may be conducted to determine if they create any real or apparent conflict of interests with official Treasury duties.
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
  • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9.

  • File a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on.

This announcement uses the Rule of Many, a numerical ranking process under which eligible applicants receive a numeric score based on the assessment process for the position. Only applicants who are eligible for veterans' preference receive 5- or 10-point veterans' preference points, which are added to passing scores, as applicable.

Applicants are then listed on the certificate in score order, and preference-eligible applicants are listed ahead of non-preference eligibles with the same score. Qualified preference eligibles with a compensable service-connected disability of 10 percent or more are listed at the top of the certificate in rating order. This announcement uses the cut-off score referral method under 5 CFR 332.402(b)(1). Applicants who achieve or exceed the established cut-off score of 90 will be referred for consideration.

If fewer than three eligible and available candidates per vacancy are available, we may lower the cut score in accordance with our pre-announced supplement strategy and applicable policy until a minimum of three candidates per vacancy are eligible to be referred. When a new cut score is established, all applicants tied at that cut score will also be referred.
