PROGRAM ANALYST

About the role

This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does not convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command. It is in the Professional Work Category at the Senior Work Level within the CES Occupational Structure.

It is located in the DoD Cyber Defense Command (DCDC).

What you will do

• Analyzes project plans, resource expenditures, and risk data to assess a project's ability to meet objectives and recommends changes to improve program efficiency.
• Develops and coordinates written testimony, various exhibits, and support documentation for the Program Objective Memorandum (POM) and Budget Estimate Submission (BES).
• Serves as an acquisition consultant, analyzing program needs to develop and implement competitive and cost-effective contract strategies to support the mission.
• Advises agency personnel, Contracting Officer Representatives (CORs), and Task Monitors (TMs) to enable them to effectively carry out their duties as task managers.
• Analyzes budget execution status and recommends funding levels for programs and the transfer or reallocation of funds between organizational elements.

Education

There is no substitution of education for the qualifying experience at the GG-13 grade level.

If you are a current Federal Career/Career-Conditional employee, you will be placed on an Excepted appointment. This appointment does not confer eligibility to be non-competitively converted to an appointment in the competitive service.

A three year trial period may be required if you have not previously completed a trial or probationary period in the excepted or competitive service. Accepting this position, you may be required to serve a 3 year probationary period during which we will evaluate your fitness and whether your continued employment advances the public interest.

Telework availability will be based upon the mission requirements and supervisory determination Individuals tentatively selected for drug testing designated positions at the Defense Information Systems Agency will be required to submit to urinalysis for illegal drugs prior to appointment or placement.
