Contract Buy Out Program: This position may be eligible for the Physician/Provider Contract Buy Out Program (CBOP), which authorizes VHA to buy out service contracts (Locum agreements, loan repayments, sign-on bonus contracts, Physician-owned practices) in exchange for employment at certain rural or highly rural facilities for a period of obligated service (minimum 4 years).

- The Chief of Staff is attuned to the delivery of service throughout the medical center and assesses trends in treatment provided.
- Make decisions regarding resolutions of difficult problems when required, with appropriate input from other key staff members.
- Oversee the development of service level policies to provide staff accurate, current procedural information, instructions, guidelines and resources.
- Enforces, revises, and oversees the legal aspects of the Medical Staff Bylaws.
- Participates in Executive Resource Council to identify and determine strategic utilization of resources for the healthcare system including reviewing and advising on number of staff, equipment, contracts, budget and other resource allocations as appropriate.
- Participate in recruiting qualified clinical staff.
- Chairs compensation panels and professional standard boards.
- Oversee the Credentialing and Privileging process for clinical staff.
- Supervision and consultation for Clinical Service Chiefs, Program Managers, and other associated services within the COS Service Lines.
- Oversee the professional practice functions of assigned staff.
- Develops performance standards, pay for performance for physicians, and outlines Executive Career Field plans for reporting staff.
- Completes performance appraisals and proficiencies.
- Participate in/provide input into other performance appraisals and proficiencies of other clinical staff as required.
- Mediates professional and service line conflicts regarding continuity of care and quality of care, including referral of Veterans across service or care lines during episodes of care.
- Consults with and advises program managers regarding a variety of issues.
- Establishes and communicates productivity standards for clinical services.
- Monitors productivity standards for clinical services.
- Reviews and resolves complaints about clinical practice.
- Disseminates information pertinent to clinical practice at the facility.
- Oversight of budget development for clinical services.
- Work Schedule: Monday through Friday, 7:30 am to 4:00 pm
Requirements
- U.S. Citizenship; non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

Education
Degree of Doctor of Medicine or an equivalent degree resulting from a course of education in allopathic medicine or osteopathic medicine. The degree must have been obtained from an institution whose accreditation was in place for the year in which the course of study was completed.
Approved schools are: Schools of medicine accredited by the Liaison Committee on Medical Education (LCME) for the year in which the degree was granted. Schools of osteopathic medicine approved by the Commission on Osteopathic College Accreditation (COCA) for the year in which the degree was granted.
For foreign medical graduates not covered in (1) or (2) above, confirmation must be made that the medical school meets (or met) Educational Commission for Foreign Medical Graduates (ECFMG) eligibility requirement for year graduated. NOTE: The Under Secretary of Health or designee in the VHA Central Office may approve the appointment under authority of 38 U.S.C.
7405 of a physician graduate of a school of medicine not covered above if the candidate is to be assigned to a research, academic, or administrative position with no patient care responsibilities. The appointment will be made only in exceptional circumstances where the candidate's credentials clearly demonstrate high professional attainment or expertise in the specialty area.

HPTs may be paid or unpaid and include residents, interns, fellows and students. HCP also includes VHA personnel providing home-based care to Veterans and drivers and other personnel whose duties put them in contact with patients outside VA medical facilities.
