Job Summary This position will manage the execution of rail equipment testing plans, including new equipment qualification and testing, as well as modified equipment testing and commissioning. In addition, the position will collaborate with all departments to ensure the qualifications of crews are completed for the introduction of new or modified equipment.Essential Functions In collaboration with T&E Crews, conduct quality checks to ensure integrity of equipment performance, and equipment qualification and testing. Ability to lead and mentor a team of qualifications & testing professionals, fostering a culture of continuous improvement and excellence in equipment readiness. Manage the execution of test plans across departments ensuring testing objectives are completed. Manage test plans with Amtrak movement offices or host railroads where applicable to ensure compliance with policies and best practices. In collaboration with the Training Department for the development of curriculum for the introduction of new rail equipment and monitor implementation of training. Audit/Compliance plans with Operating Practices and the System Road Foreman’s Office on updated rules and procedures for the introduction of new equipment to the fleet. Minimum Qualifications Bachelor’s Degree required OR, equivalent combination of training, education, and relevant experience may be considered in lieu of a degree. PLUS 7 years of prior relevant experience required. 9+ years of relevant experience preferred Knowledge, Skills, and Abilities Demonstrated proficiency in implementing and maintaining quality assurance processes with train and engine operations including knowledge and familiarity with Testing Procedures. Knowledge of relevant operating procedures (i.e. Operating Rules, AMT-2, AMT-3, PTC Systems). Ability to audit processes and address adherence to qualifications and testing procedures. Ability to identify gaps or inefficiencies to improve execution and testing processes. Experience in developing and delivering training programs on quality assurance practices, qualifications and testing tools, and procedural changes. Excellent oral and written communication abilities to effectively collaborate with diverse teams within and outside the organization, present findings and facilitate training sessions. Strong technical knowledge and understanding of qualifications & testing processes, materials, and industry standards relevant to quality assurance. Ability to independently prepare presentations for Senior and Executive Management and communicate effectively at all corporate levels. Current or past Locomotive Engineer or Conductor Certification as well as DSLE Certification. Current or past qualifications on the physical characteristics of a segment of Amtrak’s network. Demonstrated experience with train operations, train handling. Experience and proficiency with Train and Locomotive Simulators. Proficient in both SPARTN and ALC Systems. Work Environment Ability to travel and work irregular hours. Work in Office and Field environments. Must have authorization to work in the United States. The salary/hourly range is $113,200.00 – $146,664.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position. If an applicant/employee refuses to provide written consent for Amtrak to obtain these records, the individual will not be permitted to perform safety-sensitive functions. In accordance with federal law governing security checks of covered individuals for providers of public transportation (Title 6 U.S.C. §1143), Amtrak is required to screen applicants for any permanent or interim disqualifying criminal offenses. Note that any education requirement listed above may be deemed satisfied if you have an equivalent combination of education, training and experience.
