About the role

This position is located at the United States Department of Agriculture, Agricultural Research Service, National Bio and Agro-Defense Facility (NBAF) in Manhattan, KS. The incumbent is responsible for performing duties and tasks related to the proper receipt, storage, and preparation of submitted equipment, supplies and related materials.

What you will do

  • Uses initiative in developing plans for the movement of materials.
  • Receives, locates, stores, delivers, and ships materials in accordance with established procedures and operating requirements.
  • Follows established documentation, safety, orderly and clean environment, movement, and other requirements.
  • Maintains an orderly storage area and adequate supply level of shipping materials.
  • Ensures the maintenance and security of the Loading Dock area.
  • Adheres to warehousing plan and accepted warehousing methods, procedures and techniques to store, stock, and palletize items.
  • Follows Standard Operating Procedures (SOPs) to handle materials identified as suspicious or high risk.
  • Performs duties in support of established quality assurance procedures to achieve and maintain ISO 17025 and other ISO accreditations.
  • Handles liquid nitrogen, compressed gasses, specimens, reagents, media, solutions, glassware, equipment, and supplies appropriately Ensures outgoing shipments are packaged, labeled, and shipped according to applicable regulations, guidelines, policies, and procedures.
  • Uses MAXIMO for inventory tracking and control of purchase requests, purchase orders, and monitoring delivery/movement of materials Follows established policies, procedures and guidelines related to environmental protection, safety, biosafety, and occupational health.
  • Applies shipping regulations for domestic and foreign countries, including IATA, ICAO, DOT, UPS, FEDEX, and World Courier.

Applications will be evaluated in accordance with Office of Personnel Management's (OPM) Delegated Examining Procedures and USDA policy using category rating. Applicants who meet basic minimum qualifications will be placed in one of three categories: Best Qualified, Well Qualified, or Qualified.

Within these categories, applicants eligible for veteran's preference will receive selection priority over non-veterans.

Category placement will be determined based on applicants' quality of experience and the extent they possess the following knowledge, skills, and abilities (KSA) or competencies: Ability to Do the Work of the Position without More Than Normal Supervision Ability To Interpret Instructions, Specification, etc. (includes blueprinting reading) Ability To Use and Maintain Tools and Equipment Knowledge of Materials Technical Practices (theoretical, precise, artistic) Use of Measuring Instruments Work Practices (Including Keeping Things Neat, Clean, and in Order) Your application, including the online Assessment Questionnaire, will be reviewed to determine if you meet (a) minimum qualification requirements and (b) the resume supports the answers provided to the job-specific questions.

  • If claiming veteran's preference, you must submit a DD214, Certificate of Release from Active Duty, which shows dates of service and discharge under honorable conditions.
  • If currently on active duty you must submit a certification of expected discharge or release from active duty service under honorable conditions not later than 120 days after the date the certification is submitted.
  • Veteran's preference must be verified prior to appointment.
  • Without this documentation, you will not receive veteran's preference and your application will be evaluated based on the material(s) submitted.
  • If claiming 10-point veteran's preference you must provide the DD214 or certification requirements (see above bullet), plus the proof of entitlement of this preference as listed on the SF-15 Application for 10-point Veterans' Preference.
  • The SF-15 should be included but is not required.
  • Failure to submit these documents could result in the determination that there is insufficient documentation to support your claim for 10-point preference.

When assessed through a score-based category rating method, CTAP/ICTAP applicants must receive a rating of at least 85 out of a possible 100. Recruitment or Relocation Incentive may be authorized.

Final determination to pay an incentive will be made by the hiring official at time of job offer. This is a Testing Designated Position (TDP). Selectee must submit to a urinalysis to screen for illegal drug use prior to appointment and random testing thereafter.
