About the role
This position serves as a Management and Program Analyst for the Office of Airports (ARP), in an Airports District Office/Region. Incumbent provides administrative and analytical work that directly supports the ARP mission and operational objectives.
The work contributes to the improvement of productivity, effectiveness, and efficiency in program operations and administrative support activities within the organization.
What you will do

- Typical assignments may include, gathering general data/information from various sources, conducting limited research, applying standardized policies and procedures, and working with higher level professionals to perform day-to-day operations.
- Utilizes automated program analysis systems, tools and software programs to support planning, controlling and analysis of projects and programs.
- FV-G Duties: Under the general direction of a manager, provides program support to the Airport Improvement Program (AIP).
- Typical duties may include, but are not limited to the following: Initiates Airport Improvement Program (AIP) programming actions and reservation of funds in SOAR in accordance with business rules.
- Ensures programming actions comply with established deadlines.
- Reviews, validates and tracks distribution of grant documentation and ensures grant files are maintained in accordance with policy and procedures in support of an annual clean audit.
- Identifies issues, makes recommendations and takes corrective action as identified by internal/external audits.
- Tracks, monitors and reports expenditure rates and expiring or excess AIP grant funds to the management team.
- Prepares, processes and tracks grant closeout packages.
- Validates funding amounts, projects amounts and fund types are properly adjusted and are in accordance with policy and procedures.
- Reports discrepancies to a manager or higher level employee.
- Initiates and completes grant close-out actions in SOAR and provides closeout documentation to Accounting (AFN/AMK) to ensure grants are closed in SOAR and Delphi.
- Provides AIP funding information on airport projects related to PFC application to program managers.
- Reviews notices submitted to the FAA and/or tracks receipt and processing of FAA Form 5010 for updating the FAA's National Flight Data Center (NFDC) systems.
- Contacts are primarily internal to the organizational unit, major subdivision, or LOB/SO with a manager and other employees to share information regarding established agency policies and procedures, provide data and/or written analyses, and/or explain the statuses of assignments.
- Established policies/procedures provide general guidance or direction for most assignments, but allow some discretion for incumbent to select the most appropriate approach(es).
- Incumbent performs most assignments under the general direction of a manager, project/program manager, team leader, or more experienced professional.
- Demonstrates some independence in planning time and using assigned resources to accomplish tasks and use assigned resources.
- Independently resolves routine problems and refers complex issues to a manager, project/program manager, team leader, or more experienced professional when guidelines are not available or applicable.
- Work is reviewed frequently during assignments and at completion to ensure timeliness, policy compliance, and alignment with the requirements of projects and/or other work activities.

Education
Education substitution for the F band: Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, gained from an accredited college or university. Combination education and experience may be qualifying for this position.
