About the role

You will serve as a IT SPECIALIST (SYSADMIN) in the Naval Computer and Telecommunication Station of NAVAL COMP TELCOM STATION NAPLES, Italy. This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f.

What you will do

  • You will be responsible for the operation and maintenance of OCONUS Navy Enterprise Network Europe (ONE-Net EU) You will plan, design, and integrate service systems consistent with existing or planned data center infrastructures.
  • You will monitor servers, switches, and other network device status and respond to messages and warning.
  • You will advise and assist customers with technical aspects of the requirements determination, documentation, and justification process.
  • You will develop, consult, submit and track configuration plans.
  • You will plan design and integrate network systems.
  • You will maintain Virtual Private Network availability of 99% excluding planned maintenance time.
  • You will maintain network availability of 99.5% excluding planned maintenance time for all switches, routers and WAN circuits and report all outages to TNOSC Command Operation Center (COC) in accordance with policy and guidance.

The Cyber Interagency Transfer Authority (CITA) permits movement of CES employees appointed under Section 1599f of Title 10 U.S.C. and excepted service employees appointed under Schedule A, Section 213.3106(b)(11) of Title 5 CFR, into cyber workforce positions in the competitive service and movement of competitive service employees into DoD Cyber Workforce positions within the Military Departments and Defense Agencies.

For example: A person who holds both Italian and U.S. citizenship may not be employed in the U.S. Civilian Component in Italy; however, that person is not prohibited by the NATO Status of Forces Agreement from employment in the U.S. civilian Component in another NATO host nation of which (s)he does not hold citizenship.

This position is in the excepted service and does not confer competitive status. Veteran's preference does not apply when selecting individuals under this specific hiring authority. Military Spouse Preference applicants will be placed at the highest grade for which they have applied and are determined Best Qualified (BQ). PPP applicants will be placed at the FPL, if determined Well Qualified (WQ). To receive priority consideration, the FPL must be the same grade level or equivalent of the retained grade or the grade held immediately prior to separation.

Additional vacancies may be filled by this announcement. Pay retention may be granted when certain conditions are met. Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees.

A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized. A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments.

In accordance with DoDI 1400.25, Volume 3005, Section 3.15, all employees newly appointed to a CES position will serve a 3-year probationary period.

Permanent and term employees currently serving in a probationary period in the competitive service or a probationary or trial period in the excepted service will complete the period as prescribed in their original conditions of employment in the new CES position if they transfer without a break in service or are promoted, demoted, or reassigned to a CES position.

Commute area is defined as the geographic area surrounding the duty location in which people can reasonably be expected to travel back and forth.
