About the role

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Serves as a senior technical specialist responsible for comprehensive facility master, urban, strategic, and sustainability planning in accordance with applicable regulations and guidance. This position is assigned to the Strategic Planning & Asset Management (SPAM) Division.

What you will do

  • Develop and maintain the Installation Master Plan (IMP) utilizing engineering, architectural, landscape architecture, and urban planning principles.
  • Formulate key planning components, including Land Use Plans, Area Development Plans (ADPs), Capital Investment Plans (CIP), and Real Property Master Plan (RPMP) Digests.
  • Collaborate across tenant units and garrison staff to compile, integrate, and justify complex project requirements.
  • Prepare and deliver briefings to the Installation Command Group on current initiatives and long-range planning strategies.
  • Assess and recommend site locations for new construction and the optimization/assignment of existing Real Property.
  • Conduct economic analyses and cost estimations to evaluate feasible alternatives for proposed installation projects.
