About the role

This position is located within the National Nuclear Security Administration (NNSA), Office of the General Counsel (GC) in Albuquerque, NM.

The incumbent will implement policies, procedures, and practices for information management working under the Freedom of Information Act (FOIA) and the Privacy Act (PA); And manage their own cases and notes in the FOIAXpressTM database, a vital administrative record used to track FOIA requests.

What you will do

  • Responsible for administrative processes or actions related to FOIA/PA requests.
  • This includes researching, analyzing, and evaluating data for response requests.
  • Reviews, analyzes, and processes requests in accordance with Federal law, regulations, and policies.
  • The requests may concern maintenance issues related to the confidentiality of personal information, proprietary information, law enforcement records, classified information, and operation security information.
  • Assigns requests to the appropriate office (or transfers them to the appropriate Agency) to search for responsive records.
  • Advises other Agency staff on FOIA/PA processes and the application to files and records.
  • Reviews and analyzes records for release determinations in accordance with FOIA/PA and applicable guidelines.
  • Responds verbally and in writing to personal, telephone and written inquiries for information and educational material from the public, as well as internal and external customers.

  • Subject to Random Drug Testing Must pass a pre-employment drug test.
  • Favorable suitability determination required.
  • Financial Disclosure is required.
  • Must be able to obtain/maintain a Q level Security Clearance.
  • You must be a United States Citizen.

  • Compliance with Homeland Security Presidential Directive (HSPD-12) governing personal identity which will require that you provide two forms of identification.
  • May be required to successfully complete a one (1) year probationary period.

Education

?????A Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field directly related to analysis work (e.g. business administration with an emphasis in human resources, human resources management, or similar).

How you will be evaluated

THE APPLICATION REVIEW PROCESS WILL BE IN TWO STAGES: Minimum Qualifications: Once the application process is complete, the Human Resources Office will review the first two pages of your resume and supporting documentation to determine whether you meet the minimum job qualifications.

Note regarding USA Hire Assessment: This is a pay-banded position that is equivalent to the GS- 09-12 for the NQ-2 level and equivalent to the GS-13/14 for the NQ-3 level.

The Assessment administered will be GS-09 equivalent for the NQ-2 pay band and GS-13 for the NQ-3 pay band, therefore, test results that remain on record in the USA Staffing system will reflect the GS-09 and GS-13 level only. Additional documentation (e.g., cover letter, links embedded in your resume) may not be considered.

A quality review will then be conducted by the HR Office and/or Subject Matter Expert (SME). Your application is rated based on the extent and quality of your experience, education (if applicable to the job), and training described in your online resume/questionnaire as related to the duties of this position.

The quality categories are usually defined as "Best Qualified", "Well Qualified" and "Qualified". Veterans Preference eligible candidates will be listed at the top of whichever category your score places you in. CP/CPS veterans are placed at the top of the highest category for all positions except professional and scientific positions at GS-9 and higher.
