About the role

The position is located in the Office of Governmental Affairs within the Office of the Administrator (ROA) for the Federal Railroad Administration (FRA).

The Governmental Affairs Specialist assists in the planning, promotion, administration, and execution of activities related to maintaining a positive and constructive relationship between FRA and Members of Congress, states, local governments, and their associated offices.

What you will do

  • Provides assistance to management in the preparation for Congressional hearings on proposed legislation, budget or appropriations, authorization, or oversight of the FRA program issues.
  • Assists management identifying, measuring, and determining the possible impact of proposed legislation and regulatory changes on the Agency's programs and policies.
  • Works to develop a comprehensive congressional communications strategy to achieve the agency's objectives.
  • Provides the Director with information to provide professional advice to FRA managers on congressional communication strategies to achieve mission objectives.
  • Assists with preparation of a variety of correspondence, reports, information papers, and fact sheets for the FRA's use in staying abreast of congressional activities and actions.
  • FRA Liaison to other modes within DOT and the Office of the Secretary.
  • Also, is the FRA liaison to state and local officials, Government Affairs representatives from Railroads, and relevant associations.
  • The ideal candidate has proven experience working with Congress, state, and local officials to facilitate effective communication and provide accurate and timely information on topics important to the Agency's mission.
  • Candidate will have experience preparing and reviewing testimony and miscellaneous reports; preparing responses for senior FRA staff that respond to sensitive and/or time critical correspondence received from the White House and Members of Congress; collect background information and conduct research and analysis to respond to inquiries from Members of Congress; coordinate and prepare senior agency officials for hearings, briefings and speeches.
  • Is highly motivated, demonstrates initiative and uses sound judgment.
  • They must be able to work under tight deadlines and effectively accomplish competing priorities.
  • Superb communication skills, with the ability to write and speak concisely and accurately to convey complex information is essential.

Requirements

  • As a condition of employment for accepting this position, you will be required to serve a 1-year probationary period during which we will evaluate your fitness and whether your continued employment advances the public interest.

  • Upon completion of your probationary period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • GOVERNMENT TRAVEL CARD: This position involves travel.
  • A government contractor-issued travel card will be issued and must be retained for official business only.
  • BACKGROUND INVESTIGATION: A background security investigation is required for all selected individuals.
  • Appointment will be subject to the applicant's successful completion of the security investigation and favorable adjudication.
  • Failure to meet these requirements will be grounds for termination.
  • PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).

  • In accordance with the OPM memorandum titled Merit Hiring Plan, dated May 29, 2025, resumes with a maximum of two (2) pages in length will be accepted as part of your application.

  • VETERANS: Your last DD214 (member 4 copy), Certificate of Release or Discharge From Active Duty, that shows the type of discharge and all dates of active duty is required to verify your eligibility.
