This National Guard position is for a FINANCIAL MANAGEMENT ANALYST -Title 32, Position Description Number D2371P01 and is part of the WI USPFO, Wisconsin National Guard.
What you will do
- As a FINANCIAL MANAGEMENT ANALYST -Title 32, GS-0501-9, you will provide professional wide spectrum pay operations (Military Pay, Civilian Pay, Accounts Payable and Travel pay) support to Soldiers of the WIARNG.
- This position serves as the subject matter expert for day-to-day processing across the various systems utilized within the section and to serve as liaison with adjacent departments as needed.

- The incumbent is responsible for possessing extensive knowledge of all pay operations managed by the Pay and Exam Branch and is expected to resolve the most complex pay issues through thorough research, review, and application of current and prior pay and tax laws, regulations, and entitlements.
- The role requires consistent application of all relevant pay and tax policies to each case while ensuring all work is processed in accordance with established guidelines, regulations, and procedures.
- The incumbent must be able to communicate effectively with all levels of the State's command structure as well as external agencies, including Financial Services and the National Guard Bureau.
- Additionally, the position assists in training and developing the Financial Services Technicians assigned to the section and performs other duties as assigned.

Requirements
- Compatible military grade and assignment required prior to the effective date of placement.
- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard.
- Applicants who are not currently a member of the National Guard must be eligible for immediate membership.

- Military Grades: E1 through E9, WO1 through CW5 and O1 through O5 Conditions of Employment: This is a National Guard dual status technician position which requires military membership.
- May be required to successfully complete a probationary period.
- Must be able to obtain and maintain a secret security clearance of the position.
- May occasionally be required to work other than normal duty hours; comp-time and/or overtime may be required.
- May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968.
- An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
- Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.
- Incumbent of this position is required to comply with all Department of Defense requirements of this certification program.
- This certification requirement is a condition of employment for this position.
- Failure to obtain this certification within the required time may subject the incumbent to adverse action.
Education
Substitution of Education for GS/09 Specialized Experience. Completed master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D.
The awarded college degree should be in one of -or- be a combination of the following disciplines: Accounting, Business Administration, Business Management or Finance. *You must provide transcripts or other documentation to support your Educational claims.
To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.
