THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.

This National Guard position is for a FINANCIAL MANAGEMENT ANALYST, Position Description Number T5127P01 and is part of the UNITED STATES PROPERTY AND FISCAL OFFICE, National Guard. This vacancy does not meet the criteria for appointment of annuitants.

What you will do

Education

Do you meet the following Education requirement(s)? If using only education to qualify for the GS-09 position, must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree. OR LL.B.

OR J.D., in a related field. OR Combining Education and Experience: Applicants may also combine education and experience to qualify at this level.

You must have an combination of specialized experience and education beyond a four year degree in a related field to the position.

Minimum Educational Requirement: Completed undergraduate or graduate education, the awarded college degree should be in one of, or a combination of the following disciplines: accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management.

Graduate Education: Education at the graduate level in an accredited college or university You must provide Official Transcripts as documentation to support your educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.

  • Other Supporting Documents, if applicable, such as: - Current Federal employees: Your most recent Notification of Personnel Action (SF-50 or equivalent), as well as the highest grade (or promotion potential) held, on a permanent basis and containing information which shows you meet time-in-grade (e.g., STEP increase, etc.) No award SF-50 will be accepted. - Former Federal Employees separated from Federal Government: Your separation Notification of Personnel Action (SF-50 or equivalent) showing your permanent status and your last Federal performance appraisal plan/rating.
  • You must submit an SF-50(s) that shows permanent career or career conditional tenure to be considered (No award SF-50 will be accepted).
  • Your last Federal performance appraisal plan must reflect a rating of Fully Successful or equivalent.
  • IF YOU ARE CLAIMING VETERANS' PREFERENCE, YOU MUST PROVIDE PROOF AT THE TIME OF APPLICATION. - Veterans Preference Documentation: -If you are a Discharged, Non-Disabled Veteran, you must submit a copy of your DD-214 showing character of discharge (Member 4 copy), or other Documentation of Service and Separation under Honorable Conditions, as listed on the SF15.
  • If you don't have your DD-214, you may request it after discharge from the National Archives. -If you are a veteran within 120 days of discharge, you must submit signed documentation from the Armed Forces certifying: 1) your expected release/retirement from active duty, 2) under honorable conditions, 3) your pay grade/rank/rate at time of discharge, 4) dates of active duty service, 5) any campaign or expeditionary medals received 6) dated within 120 days of your separation. -If you are a Disabled Veteran, Purple Heart Recipient, or Mother or Spouse of a Disabled or Deceased Veteran, you must submit all additional proof required by the SF15, and if applicable, a completed SF15.
  • You may request a copy of your Department of Veterans Affairs letter from *** or call *** to establish proof of disability. - Any other supporting documentation required for verification as described in the announcement. - Do not submit photographs with your application package.
  • Documents with photographs may not be seen by hiring officials - you must remove your image from any badges, licenses, etc. Applicants claiming Priority Placement Program, DoD Military Reserve (MR) and National Guard (NG) Technician Eligible must submit the following documentation: - Military Reserve and National Guard Technician PPP Self Certification Checklist (DD 3145-3) - Termination SF-50 Separation stating that the applicant has Priority Placement Eligibility - Notice of Separation confirming of eligibility.
  • Applicants claiming Priority Placement Program, DoD MR and NG Preference Eligible Tech Receiving Disability Retirement must submit the following documentation: - Military Reserve and Technician Disability PPP Self Certification Checklist (DD 3145-2) - Termination SF-50 Separation stating that the applicant has Priority Placement Eligibility - Notice of Separation confirming of eligibility.
  • Applicant claiming Priority Placement Program, DoD Retained Grade Employees must submit the following documentation: -DoD Retained Grade Self Certification Checklist (DD 3145-1) - SF-50 effecting the placement in retained grade status - Copy of the notification letter the employee received (RIF or classification downgrade) Applicants claiming Priority Placement Program, Military Spouse Preference must submit the following documentation: - DoD Military Spouse Preference Self Certification Checklist (DD 3145-4) - Sponsor's PCS Orders - Proof of Military member's current active duty status - Marriage Certificate

ADDITIONAL CONDITIONS OF EMPLOYMENT: This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. Head of Agency requests to exceed 14 days in a calendar year must be approved in advance by the National Guard, Director of Manpower and Personnel NGB-J1.
