About the role

As an Equipment Specialist, you will act as a front-line monitor to assess the overall efficiency of the national vehicle maintenance program. Location of position: General Services Administration, Federal Acquisition Service, Location Negotiable After Selection We are currently filling fourteen vacancies, but additional vacancies may be filled as needed.

  • LEARN MORE As an Equipment Specialist, you will perform the following duties: Duties at the GS-09 Grade Level Serve as a primary point of contact (POC) for the Maintenance Control Center (MCC) and exercise judgment to provide and gather factual and procedural information and data; answer questions from Fleet personnel, customers and vendors; identify problem areas/customer complaints and monitor and coordinate required vehicle repairs and maintenance activities.
  • Review commercial estimates to determine cost effectiveness of work proposed.
  • Ensure that repair estimates from GSA contractors are in accordance with contract requirements and industry standards.
  • Coordinate with the vehicle manufacturers' technical representatives to obtain all warranted repairs at minimum or no cost to the Government, discussing repairs seemingly more costly than market value with the team leader/supervisor to determine further resolution.
  • Provide quality, timely customer assistance by researching program related records, various data system information and customer histories, and interviewing designated contacts, including customer agency representatives to provide follow-up information regarding MCC operations.
  • Verify contractual agreements with government cross-service contractors for repair services and supplies.
  • Ensure compliance with the terms of these contracts and resolve problems concerning the obligations of either the Government or the contractors.
  • Duties at the GS-11 Grade Level Serve as a primary point of contact (POC) for the Maintenance Control Center (MCC) and exercise judgment in guiding customers and contractors through the process of procuring vehicle maintenance and repairs, providing assistance to resolve identified problems or issues related to vehicle maintenance and the national MCC activity.
  • Make a variety of technical and analytical determinations regarding the nature of the repair, costs associated with or projected for the repair, cost replacements for parts and similar decisions.
  • Apply evaluative methods and techniques concerning the efficiency and effectiveness of MCC operations, with emphasis on the quality and timeliness of support provided through the national program and optimal efficiencies in the repair area.
  • Provide quality, timely customer assistance by researching program related records, various data system information and customer histories, and interviewing designated contacts, including customer agency representatives to provide follow-up information regarding MCC operations.
  • Maintain information on recurring customer complaints, problems and concerns; perform additional research and reviews documentation and determinations related to vehicle repairs to resolve complex technical issues.
  • Negotiate best prices with open market vendors for repair services and supplies.
  • Identify and/or recover money spent on warranty-covered work when for the convenience of the customer or absence of a warranty dealership, an authorized repair results away from a manufacturer's location.
  • Follow through to ensure GSA is reimbursed by the manufacturer for covered work.
  • Utilize automated data systems to perform a variety of work assignments such as the input, review and analysis of MCC technical data, program and administrative information; generation of vehicle reports, repair histories and approved vendor listings, etc. Prepare related reports, correspondence and written analyses of MCC program activities and recurring issues, offering recommendations or suggestions for procedural changes to the manager as appropriate.

Requirements

  • The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
  • If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C or Non­Career SES employee in the Executive Branch, you must disclose this information to the HR Office.
  • Failure to disclose this information could result in disciplinary action including removal from Federal Service.
  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 2 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee.

  • Any discrepancies must be resolved as a condition of continued employment.
  • This position requires the ability to acquire and maintain Fleet Warrant Program Certification, which includes formal training, experience and 12 semester hours of college credit.

How you will be evaluated

Your qualifications will be evaluated based on your application materials (e.g., resume, supporting documents), and responses you provide on the application questionnaire. In addition to the application and application questionnaire, this position requires an online assessment. The online assessment measures critical general competencies required to perform the job.

You will not be considered for the position if you fail to complete the assessment.

  • The SF-50 or equivalent agency Notice of Personnel Action form must show all of the following: effective date, position, title, series, grade, and rate of basic pay, tenure group 1 (career) or 2 (career-conditional), position occupied group, and name of agency.
  • Promotion Consideration: If your most recent SF-50 became effective within the past year, it may not demonstrate that you meet the one-year time-in-grade requirement.
  • In that case, submit additional SF-50(s) (such as promotion, within-grade increase, grade/range increase, or an SF-50 with an effective date more than one year old) that clearly document you meet the time-in-grade requirement.
  • Reinstatement Eligible: Submit your separation SF-50 If you are claiming veterans preference: (a) DD-214 that shows your type of discharge, character of service and the dates of your active duty service.
  • (b) If you are claiming 10-point preference or derived preference (spouse, widow/widower, or parent of a deceased or disabled veteran), you must submit documentation that establishes your entitlement in addition to the DD-214: VA disability rating letter or other official documentation (refer to SF-15 for complete list).
  • SF-15, Application for 10-Point Veteran Preference Note: If sufficient documentation is provided to establish 10-point preference, preference may be granted based on the supporting documentation even if the SF-15 is not submitted.
  • If selected, a completed SF-15 will be required prior to appointment.
