Main duties

  • Advise MCC leadership and country teams on strategies to integrate trusted digital technology components either as standalone investments or sector-supporting elements of MCC investments and enablers of aligned private sector-led growth.
  • Serve as a Contracting Officer Representative (COR); select and oversee contractors and implementing partners; develop Terms of Reference (TORs).

About the role

This position is located in the Energy and Digital Economy Team, Department of Compact Operations (DCO), Millennium Challenge Corporation (MCC). Although the position is advertised equivalent to GS-15, MCC uses a pay-band system to compensate employees. This position is pay band 3A which is generally equal to GS-15.

What you will do

  • Work with the Energy and Digital Economy team experts on key technical and administrative components in the development of Digital projects advancing the objectives of the United States, MCC, and partner countries; and with implementation partners and contracted support and consultants.
  • Serve as a subject matter expert on digital transformation with a focus on foundational investments in connectivity, trust and transaction layers (digital identity, payments and data exchange) as well as higher layer services such as innovation, Artificial Intelligence (AI) and digital skills.
  • Advise MCC leadership and country teams on strategies to integrate trusted digital technology components either as standalone investments or sector-supporting elements of MCC investments and enablers of aligned private sector-led growth.
  • Serve as a Contracting Officer Representative (COR); select and oversee contractors and implementing partners; develop Terms of Reference (TORs).
  • Represent MCC in technical engagements with U.S. Government partners (e.g., Department of State, Office of Science and Technology Policy [OSTP], USTDA, Commerce, DFC, EXIM), bilateral and multilateral donors, and private sector technology companies and industry associations.
  • Coordinate Digital Development activities with team members, members of the Energy and Digital Economy team, other MCC colleagues, country representatives and external partners.
  • Plan and participate in meetings, work sessions, and workshops with the Digital Development experts and country teams, implementation partners, and internal and external stakeholders.
  • Develop documents and tools, in collaboration with colleagues in other departments, to develop approaches to analyze and justify the economic value of investments in digital development.
  • Undertake research and inquiry and provide analytical support to produce a variety of reports, briefing materials, presentations, blogs, charts, data, visualizations, infographics and statistical materials to communicate with internal and external stakeholders.
  • Perform related duties as assigned.
