About the role

This position is eligible for the Education Debt Reduction Program , a student loan payment reimbursement program.

You must meet specific eligibility requirements per VHA policy and submit your EDRP application within four months of appointment.

Program Approval, award amount (up to $200,000) & eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after review of the EDRP application. Former EDRP participants ineligible to apply.

What you will do

  • Physician for primary care delivery to a panel of patients whose primary areas of responsibility will involve performance of and documentation of health care delivery for Veterans according to Veteran's Health Administration (VHA) and Durham Health Care System (HCS) standards.
  • This physician will be fully qualified and certified to function in both a clinical and administrative role and in accordance with the guidelines and policies of the Durham Veterans Affairs Health Care System.
  • This individual is delegated the authority and responsibility in his/her area of expertise to assume major clinical, consultative, educational, research, and administrative duties and assignments related to Veteran care.
  • This is a dual clinical and administrative role.
  • Functions of Scope Assigned Clinical: Primary Care Physician will be responsible for delivery of primary care to patients enrolled at the Durham VA HCS.
  • The provider will manage scheduled and unscheduled patients in the outpatient clinic setting.
  • Primary focus of practice is the independent clinical evaluation of Veterans including prevention and patient self-management.
  • Comprehensive primary care will be provided to male and female Veterans.
  • Care may be provided in many modalities including direct face to face care and virtual care (including telephonic, video, secure messaging, and others).
  • Promotes, directs, evaluates, and manages clinical concerns that are found during these evaluations and is responsible requesting referrals, if consult services are needed.
  • Functions as a member or in support of a Patient Aligned Care Team (PACT), collaborating with clinical and administrative support to provide timely, quality, coordinated care for Veterans.
  • Utilizes and promotes approved standards of care, procedures, methods and techniques, safety precautions and protocols in their application to this population in all settings.
  • Collaborates with other health care staff/resources to ensure continuity of care.
  • Keeps abreast of latest trends, skills, procedures, and protocols relevant in the area of specialty and serves as a resource person for the medical staff.
  • Primary providers in the outpatient setting are typically assigned a panel of patients to manage.
  • Panel size at this time is determined by utilizing VHA software.
  • Participation in special projects pertinent to assigned section may be necessary as the projects become available through strategic or other initiatives.
  • May need to assist in coverage for and care of the patients of colleagues.
  • Provider may need to provide coverage in another Durham VA HCS primary care clinic.
  • This would be within the same geographic area.
  • Physicians need to follow departmental and VHA policies for leave and attendance and work within Title 38 appointment guidelines.
  • Leave should be requested in as much advance as possible to minimize patient cancellations.
  • All unscheduled absences must be properly communicated.
  • Timely documentation and work completion is necessary in all areas in accordance with HCS policy.
  • Quality of care should meet professional standards Is direct supervisor for a subset of NP, PA and or physician at the primary care site.
  • Functions as a on site primary care leader providing support and guidance on issues including but not limited to patient access, quality of care, educational initiatives, and efficient resource allocation.

Requirements

  • U.S. Citizenship; non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

  • Selective Service Registration is required for males born after 12/31/1959.
  • Must be proficient in written and spoken English.

Education

Degree of Doctor of Medicine or an equivalent degree resulting from a course of education in allopathic medicine or osteopathic medicine. The degree must have been obtained from an institution whose accreditation was in place for the year in which the course of study was completed.

Approved schools are: Schools of medicine accredited by the Liaison Committee on Medical Education (LCME) for the year in which the degree was granted. Schools of osteopathic medicine approved by the Commission on Osteopathic College Accreditation (COCA) for the year in which the degree was granted.

For foreign medical graduates not covered in (1) or (2) above, confirmation must be made that the medical school meets (or met) Educational Commission for Foreign Medical Graduates (ECFMG) eligibility requirement for year graduated. NOTE: The Under Secretary of Health or designee in the VHA Central Office may approve the appointment under authority of 38 U.S.C.

7405 of a physician graduate of a school of medicine not covered above if the candidate is to be assigned to a research, academic, or administrative position with no patient care responsibilities. The appointment will be made only in exceptional circumstances where the candidate's credentials clearly demonstrate high professional attainment or expertise in the specialty area.

HCP are individuals who, during the influenza season, work in VHA locations or who come into contact with VA patients or other HCP as part of their duties. VHA locations include, but are not limited to, VA hospitals and associated clinics, community living centers (CLCs), community-based outpatient clinics (CBOCs), domiciliary units, Vet centers and VA-leased medical facilities.

HCP include all VA licensed and unlicensed, clinical and administrative, remote and onsite, paid and without compensation, full- and part-time employees, intermittent employees, fee basis employees, VA contractors, researchers, volunteers and health professions trainees (HPTs) who are expected to perform any or all of their work at these facilities.

HPTs may be paid or unpaid and include residents, interns, fellows and students. HCP also includes VHA personnel providing home-based care to Veterans and drivers and other personnel whose duties put them in contact with patients outside VA medical facilities.
