Contract Specialist (P-Card Analysis)

About the role

This position is Non-appropriated Fund (NAF) and will be assigned to the Air Force Services Center at Port San Antonio, TX. This is a regular full-time category position with guaranteed 40 hrs. per week. Employees appointed to a regular category position are eligible for benefits.

What you will do

• Conducts reviews and analysis of Purchasing Card (P-Card) policies, functions, and programs.
• Uses quantitative and qualitative methods to analyze policy and process implementation.
• Assesses functional areas, develop trend analysis, and conduct fact-finding.
• Prepares and delivers reports on findings and makes recommendations to procurement specialists and managers for NAF spend analysis.
• Evaluates existing procurement processes that may impact P-Card transformation.
• Identifies impediments, recommend process improvement, performs studies to determine the necessity for revision of requirements; changes in data collection process, establishment of new or reviewed metrics, or other changes.
• Conducts special P-Card reviews to identify practices and procedures that deviate from policy or directive.
• Performs procurement planning analysis, identifies products and services for inclusion in the Government Purchase Card (P-Card) program.
• Creates, updates and makes formal presentations, conduct professional seminars, workshops and training sessions to teach personnel at Base and AFNAFPO levels their P-Card responsibilities.

Education

Individual must fully meet qualification/eligibility/background requirements for this position. U.S. Citizens and Non-U.S. Nationals who have resided in the U.S. Territory for three (3) or more consecutive years immediately preceding the start of Federal affiliation or a signed memorandum indicating the installation's decision on the 3-year residency requirement.

A probationary period may be required. Pre-employment requirements must be satisfactorily met prior to Entrance on Duty (EOD). Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government's interest.
