About the role

This position is Nonappropriated Fund (NAF) and will be assigned to the Air Force Services Center at Port San Antonio, TX. This is a regular full-time category position with guaranteed 40 hrs. per week. Employees appointed to a regular category position are eligible for benefits.

What you will do

  • Serves as training instructor for the Air Force Nonappropriated Funds Procurement Office (AFNAFPO) training and certification program.
  • Serves as an instructor for the Internet Based Purchasing System (IBPS) training program.
  • Develops curriculum, implements, and conducts NAF Purchasing courses for eligible personnel.
  • Works independently to develop criteria, evaluate, and modify existing lesson plans and develop new courses.
  • Coordinates with bases and conducts educational needs and interest surveys, develops programs determined necessary, and recommends program changes as needed.
  • Conducts AFNAFPO contract training programs for all eligible NAFIs.
  • Issues and monitors NAF contracting officer warrants.
  • Provides assistance with NAF contracting policy.
  • Maintains currency in developments in the education field and NAF policy and procedures; updates information as changes occur.
  • Assists in the development of guidance materials to explain regulatory and policy changes.
  • Schedules office personnel in career or educational development.
  • Briefs Services personnel and other DoD components on AFNAFPO programs, policies, and procedures.
  • Prepares and issues solicitation documents, selects appropriate clauses, and ensures clear and complete specifications with well-defined statements of work and award factors.
  • Negotiates prices, terms, and conditions.
  • Determines responsiveness and responsibility of offeror.
  • Prepares award documentation and serves as contracting officer.

Education

Individual must fully meet qualification/eligibility/background requirements for this position. U.S. Citizens and Non-U.S. Nationals who have resided in the U.S. Territory for three (3) or more consecutive years immediately preceding the start of Federal affiliation or a signed memorandum indicating the installation's decision on the 3-year residency requirement.

Male applicants born after December 31, 1959 must be registered for Selective Service. Direct deposit is required. Satisfactorily complete an employment verification (E-Verify) check.

A probationary period may be required. Pre-employment requirements must be satisfactorily met prior to Entrance on Duty (EOD). Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government's interest.
