About the role
This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program.
You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment.
Program Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

- Provides consultation to professional staff within VAMC, and to community providers, concerning clinical assessment findings and appropriate treatment plans for patients.
- Develops, implements, and documents the psychotherapeutic treatment plan for an assigned caseload of patients, including prompt completion of clinical reminders.
- Functions independently as a member of the VAMC Medical Staff, with full clinical privileges.
- Assumes complete professional responsibility for his/her clinical assessment findings, patient care decisions and documentation.
- Administrative Responsibilities 1.
- Assists the Service Line Director or Program Director in the design, development and implementation of clinical programs for a team of treatment providers.
- Adheres to operational policies and procedures for the treatment team, established by the Service Line Director 3.
- Assist Service Line Manager, program director or coordinator in the execution of ongoing program evaluation and data-driven quality improvement projects to monitor the effectiveness of the clinical program 4.
- Facilitates liaisons with other health care programs in order to effectively coordinate services.
- Complies with national and local performance measures, including timely health care screening and completion of clinical reminders for all patients.
- Complies with all CPRS documentation procedures, including timeliness standards for documentation and proper patients check out procedures (e.g., entering diagnostic and procedure codes).
- Attends and participates in administrative and informational meetings held by the Service Line Director (or designee) and facility Director.
- Attends regular Mental Health Service Line staff meetings, Medical Staff meetings and complies with Mental Health Service peer review procedures.

(2) Have a doctoral degree in any area of psychology and, in addition, successfully complete a re- specialization program (including documentation of an approved internship completed as part of the re- specialization program) meeting both of the following conditions: (a) The re-specialization program must be completed in an APA or a CPA accredited doctoral program; and, (b) the specialty in which the applicant is retrained must be consistent with the assignment for which the applicant is to be employed.
OR (3) Have a doctoral degree awarded between 1951 and 1978 from a regionally-accredited institution, with a dissertation primarily psychological in nature.] Note: Only education or degrees recognized by the U.S. Department of Education from accredited colleges, universities, schools, or institutions may be used to qualify for Federal employment.

Grandfathering Provision. [All persons employed in VHA as a psychologist on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education (i.e., degree and internship requirements) and licensure/certification that are part of the basic requirements of the occupation.
(1) Employees grandfathered under this provision for this revision may be reassigned, promoted up to and including the full performance (journey) level, or changed to lower grade within the occupation, but may not be promoted beyond the journey level or placed in supervisory or managerial positions or beyond the assignment currently held for those being grandfathered to assignments above FPL.] (2) Psychologists who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed on a temporary or permanent basis until they fully meet the basic requirements of the standard.
(3) Psychologists initially grandfathered into this occupation who subsequently obtain additional education and/or licensure that meet all of the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation. [NOTE: If psychologists who are grandfathered under this provision leave the occupation, the employee loses protected status and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation.] NOTE: Psychologists who meet the requirements of this revision and who were employed by the Department of Veterans Affairs prior to the implementation of this standard are considered to have fully met the requirements of this qualification standard.] License: (1) Exception.
Non-licensed applicants who otherwise meet the eligibility requirements may be given a temporary appointment as a "graduate psychologist" at the GS-11 or GS- 12 grade under the authority of 38 U.S.C. § 7405 [(c)(2)(B)] for a period not to exceed two years from the date of employment on the condition that such a psychologist provide care only under the supervision of a psychologist who is licensed.
Failure to obtain licensure during that period is justification for termination of the temporary appointment.
(2) Loss of Credential. A psychologist who fails to maintain the required licensure must be removed from the occupation, which may result in termination of employment. At the discretion of the appointing official, an employee may be reassigned to another occupation if qualified and if a placement opportunity exists. d.
Board Certification and Loss of Credential (1) Board Certification. Persons hired to psychology positions in the VHA who completed an internship that was not accredited at the time the program was completed must be board certified by the American Board of Professional Psychology in a specialty area that is consistent with the assignment for which the applicant is to be employed.
The board certificate must be current and the applicant must abide by the certifying body's requirement for continuing education. (2) Loss of Credential. Once board certified, psychologist must maintain a full, valid and unrestricted board certification to remain qualified for employment.
A psychologist who fails to maintain the required board certification must be removed from the occupation, which may result in termination of employment. At the discretion of the appointing official, an employee may be reassigned to another occupation if qualified and if a placement opportunity exists.

HCP are individuals who, during the influenza season, work in VHA locations or who come into contact with VA patients or other HCP as part of their duties. VHA locations include, but are not limited to, VA hospitals and associated clinics, community living centers (CLCs), community-based outpatient clinics (CBOCs), domiciliary units, Vet centers and VA-leased medical facilities.
HCP include all VA licensed and unlicensed, clinical and administrative, remote and onsite, paid and without compensation, full- and part-time employees, intermittent employees, fee basis employees, VA contractors, researchers, volunteers and health professions trainees (HPTs) who are expected to perform any or all of their work at these facilities.
HPTs may be paid or unpaid and include residents, interns, fellows and students. HCP also includes VHA personnel providing home-based care to Veterans and drivers and other personnel whose duties put them in contact with patients outside VA medical facilities.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
