About the role
Non-supervisory U.S. Public Health Service position, supporting the Health Application Services Office within the Health Information and Technology Unit.
Oversees and advances electronic health record initiatives that affect IHSC clinical practice and operations, ensuring secure, effective EHR solutions for a nationwide workforce delivering on-site, off-site, and operational medical support to detainees. This position is only open to USPHS officers and Call to Active Duty (CAD) candidates.
What you will do

- Lead meetings with various IHSC Units on their functional input for the electronic health record (EHR).
- Coordinate discussions with operations support staff and ensure proposed enhancements do not have a negative impact on the EHR.
- Guide solution design, incorporating clinical/healthcare knowledge, data analysis, human-centered design, and quality improvement concepts to ensure optimal fit for patient care and clinician usability.
- Utilize data to drive process, workflow, and behavior change as it relates to appropriate and efficient use of electronic health records and clinical technologies.
- Document specifications that will translate into the development of tools, reports, and systems that support organizational priorities.
- Utilize industry-standard tools (i.e., swim lane diagrams, value stream mapping, gap analysis, needs analysis, feasibility analysis) to document and analyze systems to ensure comprehensive solutions that meet process improvement goals and integrate into clinical workflows.
- Leads and coordinate projects, manages resources, and complete projects successfully and on schedule.
- Identify, evaluate, and develop plans for introducing technology-based innovations that will increase efficiency, reduce waste, or solve a problem within the organization.
- Gain technical expertise in functionality that is pertinent to clinical care.
- Provides clinical expertise to assess and recommend ways technology could enhance workflows and access to patient related information.
- Maintain a working knowledge of licensing, regulatory, and compliance factors related to clinical information system usage.
- Assist in development and ongoing review of system related policies, procedures, and competencies; assures technologies and workflows align where appropriate.
- Serve as a resource to end users for information systems and technology; effectively communicate and educate system changes, workflow process changes, downtime procedures, and relevant information to clinical teams.
- Collaborate and consult with IHSC clinicians, vendors, and federal partners to share knowledge and experiences to determine the best possible technologies and solutions for the organization and improve patient care.
- Promote and stimulate thought on the innovative uses of technology and the exploration of new and promising technologies and methodologies to provide improved delivery of products and services and to foster solutions that enhance organizational and enterprise performance.
- Participate as a primary or alternate voting member, chair or co-chair, advisor or reviewer on IHSC, Agency, and Department change management boards, selection committees and/or workgroups.
- Support User Acceptance Testing (UAT) for new EHR features and assist in the implementation of clinical and EHR-related training via IHSC's platform, ensuring all content reflects current clinical best practices.
