About the role

You will serve as a Budget Analyst with Office of the Secretary of Interior. This position is located within the Department of the Interior, office of the Secretary, Assistant Secretary Policy Management & Budget, Budget Administration, WASHINGTON, DISTRICT OF COLUMBIA. Salary with locality pay will vary based on current duty station.

GS-13 - GS-14 range : $121,785-$187,093. First time hires to the Federal government normally start at the step 1 rate.

What you will do

  • Independently develops multi-year budget estimates and authoritative recommendations for Departmental leadership.
  • Evaluates programmatic, legislative, and policy changes and incorporates them into budget strategies.
  • Writes high-impact justification materials, position papers, and talking points for senior officials.
  • Oversees financial execution for assigned accounts, including complex apportionment structures and multi-sourced funding.
  • Advises leadership on reprogramming strategies, risks, execution pace, and funding realignment options.
  • Leads resolution of complex system discrepancies and data-quality issues in the financial system of record.
  • Provides authoritative guidance on fiscal impacts of policy decisions, bureau-level execution risks, and long-term resource requirements.
  • Leads cost-benefit analyses, program evaluations, and development of analytical models.
  • Represents the Department in engagements with OMB, auditors, and senior Departmental staff.
  • Leads Department-wide special projects, cross functional work groups, and urgent budget drills requiring rapid, expert-level analysis.
  • The position is suitable for telework and the incumbent may be allowed to telework with supervisory approval.

How you will be evaluated

Your qualifications will be evaluated based on your application materials (e.g. resume, supporting documents), the responses you provide on the application questionnaire, and the result of the additional assessment(s) required for this position. To be considered for this position, you must complete all required steps in the process. Your resume must not exceed 2 pages.

The USA Hire Assessments includes a cut score based on the minimum level of required proficiency in these critical general competencies.

Any performance appraisal/evaluation and award documentation you provide will be forwarded to the selecting official.

If you do not have your most recent performance appraisal/evaluation, you must submit a statement as to why it is not available. Please indicate if any prior performance appraisals/evaluations were at an acceptable level.

To be considered under CTAP/ICTAP, you must be well-qualified, score at least 85 (i.e., meet the minimum qualification requirements, including any selective placement factors; education, and experience requirements), and be able to perform the duties of the position upon entry.

  • If the performance appraisal is not dated within the last 18 months OR no performance appraisal is available, you must submit a statement as to why it is not available (including if any prior performance appraisals/evaluations were at an acceptable level).
  • Eligibility Documentation: Current and former Federal employees must submit latest SF-50 (i.e. Promotion, Separation, Within Grade Increase (WGI)) showing tenure 1 or 2 in block 24, grade, and if applicable, an additional SF-50 showing the highest grade or promotion potential held.
  • Time in grade will be determined by reviewing your resume and required SF-50s.
  • If your SF-50 showing highest permanent grade held has an effective date within the past year, your resume must clearly show that you held that grade for one year.

  • Veterans Preference Documentation: Veterans eligible under VRA (GS-11 & below only), VEOA, 30% or more Disabled, or Disabled Veterans Enrolled in a VA Training Program must submit the most recent Documentation of Service and Separation under Honorable Conditions (e.g. DD-214) as listed on the SF15.
