Attorney (Procurement - Fiscal and Contract Law)

About the role

The Fiscal and Contract Law Unit handles all aspects of the federal procurement process, including acquisition planning, award determinations, protests, contract administration, and claims resolution.

It also provides comprehensive fiscal law advice, to include issues related to bona fide need requirements, augmentation, interagency financing arrangements, authorization concerns, and legislative drafting.

What you will do

• Conduct legal research and prepare written analysis on relevant topics Assist in the FBI's response to bid protests before the GAO.
• Advise clients verbally and in writing on legal issues relating to subject matter covered by unit.
• GS-15: Briefs executive management on legal conclusions derived from comprehensive legal research.
• Serve as lead attorney in GAO protests by acting as counsel of record and leading development of strategy in bid protests.

Requirements

• Must be able to obtain a Top-Secret/SCI clearance.
• Selectee may be required to complete form FD-887, Request for Access to Sensitive Compartmented Information (SCI).
• Selectee may be required to complete a Confidential Financial Disclosure Report, OGE-450 annually.
• The Department of Justice will approve candidates that are selected for this position.

Education

BASIC REQUIREMENT: Possess a law degree from an accredited American Bar Association law school; and Proof of active membership and good standing with any U.

S. jurisdiction bar association Positive Education Requirement: This position has a specific education requirement; all applicants must verify completion of this basic requirement by submitting both proof of JD degree and proof of good standing with a bar within a US jurisdiction. Education: Applicant must possess a J.D. degree from a law school accredited by the American Bar Association (or have a LLM degree or other graduate law school degree in addition to a J.D.) and be an active member of the bar (any US jurisdiction).

Once your complete application is received, we will conduct an evaluation of your qualifications. The Most Competitive candidates will be referred to the hiring manager for further consideration and possible interview. Interviews will be conducted on a rolling basis.

Additional information

Relocation Expenses: Selected internal FBI candidates will be offered a 20% cost transfer (relocation incentive) , if eligible. To receive the incentive, internal FBI candidates will have to sign a 1-year service agreement and provide a proof of residency verifying they relocated to their new geographic area.

To be eligible for a cost transfer, the candidate must move 50 miles or more to the location. Proof of change in residency will be required. External: Candidates receiving a transfer of physical location will be required to complete a 1-year commitment to the assignment prior to moving to a new position at the FBI.

The FBI may authorize a recruitment incentive of up to 25% for current federal employees.
