About the role

About the Position: The Department of War Education Activity (DoWEA) Office of the General Counsel (OGC) facilitates DoWEA's global educational mission by providing high quality and timely legal advice and counsel, effective advocacy, and creative problem-solving. This position serves as an Associate General Counsel - Administrative & Investigations Law Division-HQ, DoWEA.

What you will do

• Provides legal advice, advocacy, and other support on a full range of matters of administrative law.
• Serves as an Ethics Official and manages the Activity's Ethics Program Provides ethics training and counseling to employees Manages the activity's financial disclosure program and reviews employees' financial disclosure reports, including OGE forms 278 and 450 Conducts research of laws, legal opinions, precedent cases, and relevant Agency guidance and actions, as needed, and drafts legal memoranda to address complex and difficult legal issues impacting DoWEA operations.
• Conducts legal reviews and provides advice and advocacy on legislative proposals and draft regulations, policy documents, correspondence, and publications related to DoWEA operations.
• Advises on policies governing DoWEA investigative practices and provides advice to investigators on applicable laws, regulations, and policy.

Selection is subject to restrictions resulting from Department of War referral system for displaced employees. Salary includes applicable locality pay or Local Market Supplement. Multiple positions may be filled from this announcement.

Management may select at any of the grade levels announced. This recruitment provides promotion opportunity to the target grade of the position without further competition when selectee is eligible and recommended by management. Duties described reflect the full performance GS-15 level.
