About the role
Serves as an Administrative Officer for the Air Traffic Minneapolis District and operates under the supervision of the District Executive Advisor (DEA).
What you will do
- At the full performance level, incumbent provides direct support to the DEA regarding day-to-day administrative functions, which includes supporting a large number of geographically disbursed air traffic facilities; assisting in achieving goals, maximizing administrative services; planning and executing administrative business activities; and integrating consensus building throughout the district.
- Provides technical guidance to a team of professionals responsible for a broad range of administrative functions/programs such as but is not limited to: time and attendance, procurement, travel, logistics, finance, and coordinates requests for personnel actions and recruitment requests with HR.
- Provides advice and guidance to management officials at all levels throughout the district.
- Provides guidance for the preparation, presentation, formulation, justification, and execution of administrative process and programs, which includes an in-depth knowledge of organizational agreements, MOUs, applicable precedents, agency manuals, directives, and research materials.
- Exercises a high level of judgment in the performance of his/her duties by independently ensuring efficient approaches to meeting existing and anticipated requirements of the district.
- Responsible for ensuring compliance with human resources requests and activities within the district, financial management and other administrative programs and policies.
- Provides advisory services to managers and employees on the preparation of budget estimates, justification statements, and budget execution plans, including such matters as the distribution of allotments and availability of budgetary funds for program purposes.
- Provides oversight to ensure compliance and fiscal responsibility.
- Coordinates and collaborates with the servicing human resources office regarding hiring and selection processes, performance management, and employee recognition.
- Supports district management officials with administrative processes in relation to work environment issues, sensitive employee matters, or with controversial dealings.
- Serves as a liaison between district management officials and AJT Executive Staff, Service Center, Human Resources, Aviation Medical, Security and other peer organizations.
- Contacts are routinely with district employees/managers, service area executive staff, service center personnel, Human Resources, Aviation Medical, Security, HQ program offices and other peer organizations.
- Incumbent will perform multiple, varying, and complex assignments under minimal direction of a manager and apply experience and comprehensive knowledge of various administrative functions that support a large number of geographically disbursed air traffic facilities.
- Independently plans time.
- Identifies, plans and organizes available resources to accomplish projects/programs/activities.
- Makes optimal use of resources to complete assignments.
- May act as a point of contact to provide advice and guidance on the application of policies and procedures internally and externally.
- Resolves most problems and work issues without the assistance of a manager or more experienced professional.
- May develop or recommend approaches to address current and anticipated problems and issues.
- Works with management and/or more experienced professional to solve problems.
- G and H BAND DUTIES: At the G and H bands, incumbent performs the same duties as the FV-I; however, duties are performed with greater supervision and oversight from a higher level employee(s).

Education
Specialized experience may be substituted at the G band level only for the education below: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related. Education must demonstrate the knowledge, skills, and abilities necessary to do the work.
