About the role

PLEASE NOTE: Based on the current hiring restrictions, selectees may be subject to additional approvals prior to an offer being extended. This position is located at Bureau of the Fiscal Service, Debt Financial Management Division. As an Accountant (SYSTEMS), you will perform highly analytical assignments involving multiple data sources and business units.

Requirements

  • All newly appointed employees to the competitive (or excepted) service are subject to a probationary (or trial) period.

  • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.

Education

Basic Requirements for Accountant 0510 Series: Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard.

Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge.

The applicant's background must also include one of the following: - Twenty-four semester hours in accounting or auditing courses of appropriate type and quality.

This can include up to 6 hours of business law; - A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or - Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

Your qualifications will be evaluated based on your application materials (ex: resume and supporting documents), your responses to the application questionnaire, and the results of the online assessments required for this position. In addition to the application and questionnaire, this position requires an online assessment that measures critical general competencies needed to perform the job. Overstating your qualifications or experience in your application materials or questionnaire may result in removal from consideration. Cheating on the online assessment may also result in removal from consideration.

The USA Hire Assessment includes a cut score based on the minimum level of required proficiency in these critical general competencies.

You must meet or exceed the cut score to be considered.

You will not be considered for the position if you score below the cut score or fail to complete the assessment. This announcement uses the Rule of Many, a numerical ranking process under which eligible applicants receive a numeric score based on the assessment process for the position.

Only applicants who are eligible for veterans' preference receive 5- or 10-point veterans' preference points, which are added to passing scores, as applicable. Applicants are then listed on the certificate in score order, and preference-eligible applicants are listed ahead of non-preference eligibles with the same score.

This announcement uses the cut-off score referral method under 5 CFR 332.402(b)(1). Applicants who achieve or exceed the established cut-off score of 95 will be referred for consideration.

If fewer than three eligible and available candidates per vacancy are available, we may lower the cut score in accordance with our pre-announced supplement strategy and applicable policy until a minimum of three candidates per vacancy are eligible to be referred. When a new cut score is established, all applicants tied at that cut score will also be referred.

If you are a displaced or surplus Federal employee eligible for the Career Transition Assistance Plan (CTAP)/Interagency Career Transition Assistance Plan (ICTAP), achieve a well-qualified score of 85 or higher to receive priority consideration. A Subject Matter Expert (SME) may be used in the rating and ranking process.

When the Bureau of the Fiscal Service completes its hiring, the remaining list of qualified candidates may be shared with additional Treasury bureaus. You will have an opportunity to opt-in if you would like your name, application material, and assessment results shared to be considered for employment with additional Treasury bureaus.
